Associate Environmental Engineer

Location: White Plains, NY, US


The purpose of this position is to assist and support Authority staff to ensure that the Authority meets its environmental regulatory obligations and requirements in a sound and cost-efficient manner. The incumbent will employ environmental and engineering principles and practices to assess and insure environmental compliance of utility operations and requires an advanced knowledge of both operational constraints and regulatory requirements.


  • Entry level position. 
  • Incumbent typically independently performs assignments with instructions only related to general results expected. 
  • Incumbent will typically work under the supervision of a senior member of the EH&S a particular program area or expertise.
  • Employ environmental and engineering principles and practices to assess and ensure environmental compliance of utility operations.
  • Acquire legitimate data from the facilities and the field, and develop consensus for action in an operating and/or construction environment
  • Maintain currency with evolving regulatory requirements so as to keep Authority management apprised of emerging environmental issues that could impact Authority operations and/or budgets. 
  • Document regulatory requirements and manage the process of informing outside audiences (including agency personnel, landowners, government officials) of the Authority’s work and the conclusions drawn therefrom.
  • Review and interpret State and Federal Regulations in the areas of responsibility that may affect Authority operations including the preparation of applications to attain/maintain the permits for compliant operation under all applicable regulations and statutes.
  • Ensure that work conducted on Authority property is conducted in an environmentally sound manner, meeting all regulatory requirements in a cost-efficient manner.  The intent of this responsibility is to create value for the Authority through compliance with regulatory requirements while minimizing the adverse effect on Authority operations.
  • Develop scopes of services, review bid proposals, evaluate the suitability of proposed vendors and participate in contract negotiations provide quality assurance oversight of vendor services through feedback from users.
  • Act as the environmental contact for Authority Operating Facilities, Business Units, the regulatory community (including but not limited to NYSDEC, NYCDEP, and EPA,) and Authority customers as required.
  • Develop and update existing and/or new Corporate Policies related to areas of responsibilities.

Knowledge, Skills and Abilities

  • Ability to prepare original guidance and process designs and documents that support best-in-class operation.
  • Knowledgeable in the applicable current environmental regulations, codes, standards and guides associated with the position. 

Education, Experience and Certifications

  • Appropriate engineering degree with 0 – 3 years of experience in environmental compliance/engineering.
  • A New York State EIT is desirable or the ability to obtain one in short order.

Physical Requirements

  • Ability to travel throughout New York State on an occasional basis
  • Physical ability to tour industrial facilities and Authority power plants on a routine basis.
