Senior Functional Technology Analyst

Location: White Plains, NY, US


The Functional Technology lead will design, develop, and optimize many of the systems that procurement utilizes. This position will report directly to the Functional Technology Manager. Work collaboratively with IT and SSM team members who will support key technology applications and architecture components for their development and optimization. Should be able to work independently on designing solutions to solve problems within NYPA, and be able to integrate multiple work processes and work streams into recommended solutions.


Initial responsibilities include working with SSM Leadership for analyzing business needs and applying thought leadership to offer innovative technology solutions leveraging the latest advancements in technology; after which, the responsibilities will breakdown as follows:

75% - Procurement Solutions and Data Governance Management

  • Maintain a Data Governance framework that meets data objectives for the Procurement organization.
  • Design and configure solutions in the IT systems used by SSM organization including but not limited to: Ariba, SAP, p-card.
  • Implement policies and standards for management of data owned by or used by the SSM organization, and if necessary the broader NYPA company.
  • Identify and establish data quality rules and definitions. Establishes data quality process, governance, and issue tracking process tools. Develops data quality metrics that identify gaps and ensure compliance with standards working with business owners.
  • Work with all areas of the business to ensure data quality and integrity.
  • Facilitate the development of queries, reports and insights across the company Works with business and IT partners to remediate identified gaps using both manual and automated solutions; defines and implements tools in collaboration with IT.
  • Facilitate the development of Ariba reports and insights across the company Ownership of procurement content library.
  • Act as primary system administrator and control point for Ariba access and maintenance. Maintain and facilitate creation of user accounts. goals in accordance with NYPA policies and practices.
  • Issue resolution of the many procurement systems including but not limited to: Ariba, SAP, p-card, and Maximo.
  • Support their technology needs and effective use of the system working closely with SSM stakeholders.

25% - Support high priority projects and training that impact access to or use of data and systems 

  • Support Ariba, SAP, and/or other procurement technology implementation, roll out, development of communications to companywide users.
  • Proactively manage communications and training on changes to systems and processes. 
  • Drive business user adoption of business intelligence and self-service reporting.

Knowledge, Skills and Abilities

Knowledge and Abilities:

  • Strong understanding of use of IT systems and their functional applications including experience with Ariba/SAP
  • Strong understanding and experience in configuring and administration of ERP procurement systems like SAP, ARIBA, etc.
  • Experience in designing, configuring and implementing Information Systems and procedures.
  • Demonstrate strong knowledge of IT and Data Architecture concepts, methods, and strategies.
  • Strong understanding of use of data (e.g. for analytics, business intelligence) as well as data management (e.g. data warehousing, BI delivery) and data governance (standards, quality, metadata), industry trends, and best practices.
  • Familiarity with data modeling, data dictionary, data analytics and data profiling
  • Strong analytical skills with the ability to identify, quantify and effectively raise business risks.
  • Excellent verbal and written communication and presentation skills.
  • Breadth and depth of knowledge of supply chain management concepts in procurement, receiving, supplier relationship management, and equipment management, and ability to demonstrate mastery in several of these areas – Preferred

Education, Experience and Certifications

  • Bachelor’s degree in Information Management, Statistics, Engineering, or similar.
  • Advanced degree – Preferred
  • 3+ years of experience with medium complex system design and implementation work efforts.
  • 3+ years of experience with Ariba, SAP, and similar procurement and procure to pay systems as administrator
  • 3+ years of experience in a data organization, clearly exposed and performing tasks within different data governance aspects (quality, standards, reference data, data management).
  • 3+ years of data analysis experience including building SQL, queries, and common/standard use of data analysis tools (i.e., SAP Business Objects, DB2, Access, Excel including macros, SAS, etc.) – Preferred
  • 2+ years experience in the Utilities industry – Preferred
