Senior Project Estimating Engineer I

Summary

Develops and coordinates in-house estimating capabilities and assure adequate and thorough review and analysis of estimates prepared by Architect Engineers/Construction Managers for establishing project budgets. #LI-AE11

Responsibilities

  • Assist in coordinating inputs from multi discipline estimators to create overall estimates
  • Prepare detailed/fair cost estimates based on designed jobs/material take off, for capital construction projects, plant maintenance projects.
  • Understand standard man hours and wage rates development to be utilized in estimating.
  • Prepare detailed estimates for major Capital Construction and plant maintenance/modification. These estimates form the basis of the budget.
  • Support all NYPA departments/ divisions such as Engineering, Plant Facilities, R&D and Licensing with detailed estimating.
  • Coordinate estimating / value engineering support from 3rd party estimating teams as required to support NYPA stakeholders, Engineering, R&D, and Licensing.
  • Prepare fair cost estimates to confirm contractors' proposals, to keep Change Order costs at most reasonable level.
  • Review field-oriented estimates and assure that Authority standards are in place. 
  • Analyze and evaluate variances between estimates prepared by the Authority’s Estimating Department and bids or proposals received from outside contractors/consultants 
  • Develop and implement cost and estimating programs and procedures necessary to assure the preparation of quality estimates.
  • Perform field visits to review and assess conditions for estimates involving construction contract changes and retrofit projects.
  • Develop proper retrieval capability based on completed projects.
     

Knowledge, Skills and Abilities

  • The engineer at this level should provide technical leadership to the group on developing and analyzing project cost. The incumbent must have the ability to develop project Capital Expenditure Estimates to be used for cost control reports, assist in creation of cash flows from project estimates and analyze and update these documents on an as needed basis.
  • Must possess substantial knowledge of related disciplines, code requirements and understand the effects on the overall cost of the project.
  • Must be aware of changes and advancements in the industry, and develop industry-wide expertise.
  • Ability to understand how NYPA interacts with outside organizations, including other utilities and regulatory agencies, and with its customers.
  • Must be familiar with budgets, costs, rate structures and policies.
  • Ability to write high quality, audience appropriate reports including analytical studies and equipment selections. 
  • Strong negotiating skills are also critical at this level.
  • Demonstrated experience analyzing data and interpreting results to recommend action plans 
  • Must be able to handle a project from start to finish.
  • Strong project management skills for long-term projects is required.
  • Ability to lead and coordinate the activities of other engineers.
  • Must be persuasive and have strong negotiating skills. 
  • Must be able to identify problems and solutions, as well as efficiency improvement opportunities, when they arise, without waiting for direction.

Education, Experience and Certifications

  • Bachelor of Science degree in Engineering (Civil/Structural Engineering preferred) 
  • Minimum of 10 years of direct experience in the design or in the construction industry preferably in power plants and power transmission.
  • Minimum 3 years of experience in estimating for power/industrial projects.
  • Experience with value engineering / value analysis
  • SAVE, CVS certification preferred  

Physical Requirements

Approximately 20% travel primarily within NY State.

New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The target salary range for this position is: $130,500 - $159,500. Salary offered will be determined based the successful candidates’ relevant experience, knowledge, skills, and abilities.
