Summary

Construction Engineers:  Coordinates, inspects, and controls the work of construction contractors assigned to perform energy services contract work at Customer facilities.  Ensures that quality workmanship is maintained at all times and in accordance with applicable construction procedures, methods, codes and specifications.  Projects will include electrical, civil, mechanical, instrumentation & control engineering disciplines.

Manager of Construction:   Manages the construction engineering staff to ensure that energy services construction work at Customer facilities are assigned and executed in accordance with project schedule, authorized budget, and in conformance with the approved engineering design, contract documents, and all codes and standards; as applicable.

Responsibilities

  • Perform detailed inspection and evaluation of various equipment and systems from the perspective of a design engineer for proper installation, problem identification and trouble-shooting or improvement.
  • Coordinate the work of other engineers by creating project schedules and job scopes. 
  • Evaluate technical proposals & functional designs and provide failure analysis as needed for various disciplines, and provide recommendations based on sound engineering principles to NYPA Engineering for review.
  • Monitor construction activities to ensure design, specifications, and contracts are followed and that work is done according to schedule and within budget.
  • Be present at the work area and monitor “critical activities” when being performed. Critical activities include but are not limited to; excavation, lifts, core drilling, system activation and switching, system testing and commissioning. Critical activities will be discussed and defined by the Manager of Construction regularly. 
  • Provide inspection of all work in place; review and approve construction check-off lists to ensure that work performed is in accordance with the contract specifications and applicable codes.
  • Render technical or design recommendations to the cognizant design engineer acquainted with the design,  when necessary.
  • Prepare daily construction reports documenting progress.  Recommend corrective courses of action to the Manager of Construction when progress is not in accordance with plan.
  • Review new contract specifications and drawings to ensure that designed work is constructible.  Prepare recommendations to achieve cost reductions and to minimize CO’s and change orders during the course of the work.  Recommend changes in the work plan if efficiencies in work practices can be improved.
  • Prepare and review construction cost estimates. 
  • Monitor the contractor’s work force to achieve optimum productivity.
  • Review and comment on bid packages prepared by NYPA or Implementation Contractor engineers to ensure design adequacy and constructability.
  • Review and make recommendations to the Manager of Construction on all payment items, including partial payments (contractor invoices), change orders and claim issues.
  • Prepare extra work documentation in the form of AWR’s for approval by the Manager of Construction. 
  • Provide assistance during the NYPA/Contractor estimate negotiation process.
  • Coordinate Customer facilities staffing obtaining and holding “clearances”.

Knowledge, Skills and Abilities

  • Solid quantitative skills founded on fundamental and/or advanced engineering principles and theory to analyze data and report results.
  • Expert knowledge of and extensive familiarity of current codes, standards and regulations
  • Demonstrated expertise in the analysis, design configuration and integration of power system components as related to power generating plant and substation facilities.
  • Core knowledge of construction techniques, construction management, and basic contract administration.
  • Basic knowledge to be able to inspect in-progress construction work to ensure compliance with the contract documents, specifications, permits, and drawings. 
  • Knowledge of related disciplines and the effects on the Authority and its customers. 
  • Knowledge of NYPA’s policies and procedures as well as industry-wide practices and safety regulations. 
  • Current on changes and advancements in the industry, and develop industry-wide expertise. 
  • Understand the various laws and regulations and how they affect NYPA and construction activities. 
  • Familiar with NYPA’s budgets, costs, operations, and policies.
  • Good interpersonal skills.  Ability to interface and coordinate work on a daily basis with other NYPA divisions and external organizations. 
  • Good negotiation skills with clients, contractors, and vendors. 
  • Effective oral and written communication skills.
  • Demonstrated ability to view tasks logically, break them down into essential requirements, and generate a solution to meet the project goals. 
  • Ability to investigate what is not intuitive, anticipate problems and field construction constraints, and make recommendations as to the best course of action. 
  • Ability to handle smaller projects from start to finish, with only major decisions being brought to the Manager.
  • Strong project management and organizational skills. 
  • Ability to work independently and with minimal daily supervision.
  • Ability to identify and solve problems. 
  • Ability to become a “clearance holder” within three years if not already qualified.

Education, Experience and Certifications

  •  Bachelor of Science Degree in Civil, Mechanical, or Electrical Engineering from a school accredited by the Accreditation Board for Engineering and Technology (ABET).
  • Minimum of 7 years of engineering experience.
  • New York State EIT certification preferred.
  • Minimum of 5 years in construction management.
  • Inspection experience associated with Civil, Mechanical, Electrical, and Instrumentation/Control projects.
  • Project Management Professional certification preferred.

Physical Requirements

  • Daily inspection of work areas throughout facility
  • Some travel within New York State may be required
  • Willingness to enter confined spaces and climb/scale certain equipment is required.
