Manager Environmental Operations Programs

The Manager Environmental Operations Programs provide full technical and managerial responsibilities for interpreting, organizing, executing and coordinating assignments and/or environmental projects which have a major effect on multiple aspects of the New York Power Authority (NYPA)/ New York State Canal Corporation (NYSCC) facility operations. This position is an essential key to the Authority’s/NYSCC’s commitment to the environment. Often called upon to fulfill the responsibilities of the Director of Environmental Health and Safety (EH&S).

  • Acquiring construction and operating permits, permit renewals and facility licenses as well as preparing important compliance filings for significant facilities that make a profound contribution to the Authority/Canal financial health and mission accomplishment. 
  • Act as the point of contact between the operating locations, NYSCC Headquarters and EH&S.   
  • Establish working relationship with environmental staff and provide assistance and or resources as required to assist the areas related to environmental compliance. 
  • Responsible for in-house and contractor efforts measured by millions of dollars; create value for the Authority/Canals at the same magnitude. 
  • Supervise staff in field and operating locations as necessary.
  • Responsible for the creative application of scientific principles to complex environmental and public policy issues and resolution of issues associated with regulatory mandates applicable to a diverse fleet of facilities.
  • Responsible for coordinating the application of headquarters expertise to operation and compliance issues at the operating facilities.  Must stay current with the latest scientific and engineering methods for advancing the Authority’s/NYSCC’s abilities to meet its mission in an efficient economical manner.
Knowledge, Skills and Abilities
  • Substantial knowledge of intersecting disciplines; can represent the Authority/Canals in industry-wide gatherings, regulatory sponsored scientific panels and legislative hearings.
  • Knowledgeable in EH&S management issues in other industries through job experience or professional associations.
  • Ability to make presentations to technical audiences and senior management; can produce manuscript quality written reports.  Must be able to communicate complex engineering and regulatory issues to technical staff at operating facilities.
  • Capable of integrating complex interactions among legal, regulatory, operational, engineering and ecological facets of specific issues.  Must be able to shape consensus at senior levels among divergent interests.
  • Ability to review work of others, coordinate diverse disciplines, plan individual work efforts to achieve significant project results.  Ability to manage human resources performance through performance planning process and documentation.
  • Ability to influence others in decision-making roles, particularly with outside agencies and groups.
  • Ability to effectively manage/direct actions of employees at remote operating facilities.
Education, Experience and Certifications
  • Four (4) year degree in appropriate field. An advanced degree (Master’s) and P.E. Certification is a plus.
  • Eight (8) years of experience in utility and/or maritime industry or governmental agency.
  • Familiar with specific engineering, regulatory and/or ecological principles on an advanced level.
  • In-plant operations and/or construction site environmental oversite experience is critical.
  • Advanced management training, either in course work or by certification is a plus.
  • Expectation of decision-making is at a high level of initiative in compliance with administrative requirements.
Physical Requirements
  • Must be able to travel to other facilities within the Authority/Canals or business-related meetings/conferences.
  • Valid driver’s license.
