Resilience Director (RTC)

Summary

The Resilience Director (RTC) supports the technical aspects of reimagining the New York State Canal System and turning a high-level vision into an actionable and implementable plan. Reporting to the Chief Technical Officer for Reimagine the Canals, the incumbent manages certain technical aspects of canal adaptive reuse and resilience projects,  and applies diversified engineering principles and practices to projects that encompass considerable scope and complexity.

Responsibilities
  • Support the Chief Technical Officer for Reimagine the Canals and the Reimagine team in the planning and development of canal adaptive reuse and resilience projects.
  • Provide overall direction for Reimagine the Canals capital projects to NYPA Project Management for implementation and continue to provide technical input throughout the project lifecycle.
  • Manage technical and planning consultants in the production of feasibility studies, as needed.
  • Manage reviews of engineering and construction documents to confirm adherence to overall master plans.
  • Prepare scopes of work and other documents for the procurement of technical and planning consultants.
  • Oversee technical and project management aspects of design and engineering of canal area infrastructure, amenities, and adaptive reuse as developed during the planning phase.
  • Manage capital budgets, consultant fees, and project schedules.
  • Coordinate with NYPA and Canal staff, and various engineering, environmental, legal, operations, and preservation resources and permitting authorities to ensure that project development progresses in line with master plans.
  • Provide technical expertise in the review of capital project documents at scheduled intervals throughout the design process.
  • Provide water resources expertise in hydrology and hydraulics for dam safety/dam rehabilitation, flood risk management, floodplain management, ecosystem restoration, and inland navigation.
     
Knowledge, Skills and Abilities
  • Effective project manager with ability to guide planning projects to on-budget and on-schedule deliveries.
  • Sufficient knowledge of design, engineering and construction to be able to develop and review conceptual budgets and schedules prior to execution.
  • Substantial experience managing consultants.
  • Extensive knowledge of canal system infrastructure and operation including dam safety.
  • General familiarity with the key watersheds intertwined with the canal system (Upper Great Lakes, Genesee River, Oswego River, Mohawk River, and Upper Hudson).
  • Demonstrated experience with various waterway-related engineering challenges.
  • Broad familiarity with commercial, recreational, and human-powered boating and navigation.
  • Extensive experience in hydrologic and hydraulic modelling and interpretation of model results.
  • Project experience and demonstrated ability to function at all levels with subject matter experts in other engineering disciplines, legal, environmental considerations, and emergency management.
  • Ability to rebuild an existing network  throughout the canal region.
  • Ability to participate in discussions with citizens at public hearings.
  • Strong interpersonal and communication skills, ability to work in a team-oriented environment.
  • Strong organizational skills and ability to multi-task effectively.
Education, Experience and Certifications
  • Minimum 10 years’ experience in engineering. Specific experience with waterways structures, locks, dams, watershed-based management projects, and large-scale facility operations, is preferred.
  • Bachelor’s degree in any Engineering speciality with hydrology concentration preferred.
  • Master’s degree in civil engineering from accredited college/university preferred.
  • Must have a PE license or the ability to obtain within one year of date of hire.
  • Project Management Professional Certification (PMP) preferred.
Physical Requirements
  • Must be able to travel within the State 30-50% of the time.
