Director Electrical Engineering - Metering

Summary

Provide technical direction and management of engineering services necessary to accomplish accurate and reliable system measurements in order to help optimize system economics and provide safe and reliable electric service. #LI-AE1

Responsibilities

  • Ensure that the NYPA metering system (measurement and collection) meets or exceeds industry standards to ensure accurate revenue capture for NYPA.
  • Ensure uniform system-wide NYPA practices with regard to metering and resolve any customer, inter-utility or NYISO concerns.
  • Provide accurate revenue and scheduling meter data to the ECC, MED and NYISO.
  • Interface with other NYPA departments on interdepartmental projects and ensure that the most productive and cost effective solutions are chosen.
  • Ensure good coordination between the Meter Engineering Group and other Power Generation Engineering Disciplines and support groups.
  • Prepare project schedules, cost estimates and monitor progress.
  • Prepare projected and completed monthly activity report.
  • Provide NYPA with a central source of engineering expertise in measurement instrumentation.
  • Coordinate and standardize measurement equipment applications, testing and maintenance procedures.
  • Evaluate state-of-the-art improvements in measurement equipment/systems, and optimize the advantages in system applications.
  • Manage and provide direction in the development and execution of equipment and electrical construction contracts for system measurement applications.
  • Provide a well-coordinated interface with New York State and Canadian utilities regarding inter-utility revenue metering systems.
  • Train less experienced engineers and technicians.
  • Supervise and provide appropriate feedback and guidance to influence performance for both the engineering and bargaining unit technical positions.
  • Provide direction to a multi-level, multi-faceted group made up of engineering and technician professionals, and bargaining unit personnel.
  • Manage employees including performance management, salary administration, succession planning and workload balancing.  Identify and recommend solutions to modify staff to meet NYPA needs.
  • Develop, monitor, and manage capital and operating budgets.

Knowledge, Skills and Abilities

  • Ability to manage a team of engineers and technicians to support technical proposals, electrical equipment functional designs, perform failure evaluations and provide both planned and emergent on-site support to facilities throughout NY State.
  • Broad spectrum of expertise in power engineering, electronics (analog and digital), computer hardware and software, laboratory skills, data communications principles, electrical codes and electrical construction.
  • Complete expertise in measurement techniques, particularly electrical measurements, metering, calibration, meter standards, instruments, and instrument transformers, both high and low voltage.
  • Strong technical background and the ability to teach and train the engineering and technical staff.
  • Complete knowledge of NYPA's missions and policies and the interaction and responsibilities of the various NYPA departments, relationships with the other utilities, NYPA's customers and the NYISO.
  • Ability to produce clear and concise written documents and oral presentations on technical, business and social issues.
  • Strong platform skills and ability to tailor presentation to the technical understanding of any audience.
  • Ability to apply technical and theoretical knowledge to the empirical data and observations made, generate complete solutions considering accepted standards, cost and schedule.
  • Capable of planning and administering short-term, intermediate-term and long-term projects, making careful consideration of existing manpower and operational commitments, and coordinating with the other engineering sections and operating project staff.
  • Capable of building teams and fostering teamwork amongst both management and bargaining unit personnel; strong collaborative and negotiation skills to influence senior management, peers, outside policy makers and other NYPA personnel.
  • A full grasp of the management/bargaining unit protocol is required.
  • Proficient in Excel and other Microsoft applications.

Education, Experience and Certifications

  • A Bachelor's degree in Electrical Engineering.
  • Technical expertise, typically acquired with a minimum of 10 years applicable experience.
  • Licensed as a Professional Engineer in NYS.
  • A working knowledge of industry codes and standards, such as IEEE, IEC and NEC.

Physical Requirements

 

  • Ability to conduct field inspection and reviews as necessary is required.
  • A willingness to travel as much as 25% is required.
