Manager Real Time Systems

  • The Manager, Real Time Systems directs and manages the team that supports the 24/7 operation and availability, management, maintenance, design, and implementation of the interfaces, hardware, software, networks, and security for the real-time plant computer control systems including SCADA, EMS, and automation systems, the security access control and monitoring systems, and all associated subsystems that directly support the operation of power generation and/or transmission equipment. 
  • The individual is accountable to the New York Power Authority (NYPA) for the successful execution of his/her responsibilities in furtherance of NYPA’s North American Electric Reliability Corporation (NERC) Reliability Standards Compliance program as set forth in Corporate Policies CP 10-4 and CP 2-9.
  • This job is only located at the sites.


  • Ensure compliance with NYPA cyber security policies and procedures including periodic maintenance such as backups, account management, and security audit log review for plant computer control systems, security access control and monitoring systems, and associated subsystems.  Assists in maintaining and upgrading these systems and maintaining secure configurations that meet regulatory requirements.
  • Responsible for maintenance and support of the project business local area networks (LAN), personal computers, and end-user support in collaboration with the White Plains Information Technology department, to ensure the IT needs of on-site staff are met. 
  • Supervisory and administrative lead over real-time site support staff.  Responsible for planning, directing and reviewing staff in the daily and long-term system maintenance to ensure system reliability and availability, management, troubleshooting, and engineering of  the hardware, software, security, and networks for all of the project's real-time systems, associated interface equipment used to control and monitor the plant(s), switchyard facilities, and NYISO, NY Transmission Operator, and SCADA/DCS/EMS data communication links, components of the security access control and monitoring system, and plant-wide IT business systems, local area network (LAN) systems, and all workstations at the facility.
  • Perform duties of the System Technology Manager (STM), for support, implementation of cyber security policies, procedures, and technical solutions for operational and compliance related matters, primarily, but not limited to NERC CIP, for the real-time and security access control and monitoring systems, including change control, managing firewalls, networks, and system configurations; install, test, and maintain software security updates, such as patches and anti-virus; maintain backup and recovery systems and data; system account management and security audit log review, monitoring, and analysis. 
  • Work with Corporate Information Technology for maintenance of the LAN and the personal computers for the operating facility to ensure that the IT needs of on-site staff are met.
  • Manage and prioritize work within the established plant work flow planning procedures to request and schedule technicians and other craft personnel for planned work. Assign off–hours work, as needed, for corrective maintenance or to perform work during high load periods.
  • Interface with corporate resources providing systems engineering support of major projects and plant enhancements.
  • Support the Director Operations Technology, in the development and management of the annual budget plan for the department and its systems. Identify and propose items for operating and capital budgets, write and review technical evaluations, and generate cost estimates for SCADA/DCS and access control systems (ACS) for review by the Director, Operations Technology.
  • Responsible for the administration of the real-time systems and ACS related contracts for computer hardware maintenance contracts and vendor Software License Service agreements.  Advise on major issues involving system vendor’s procurement and assistance.
  • Work with direct reports to encourage individual career development, maintain the required technical skill set, and provide training for system users. Recommend personnel requirements and staff succession plan to Director.

Knowledge, Skills and Abilities

  • Knowledge of a wide breadth of activities such as design and implementation of data telemetry for real-time control and monitoring, cyber security and compliance, software and systems engineering for applications development for plant real-time control and auxiliary monitoring systems, such as, operations alarm monitoring, reporting and data management, system applications to enhance plant performance operations, and systems administration and management.
  • Ability to provide technical guidance and leadership to staff assigned to support the real-time systems and security access control and monitoring systems.
  • Ability to effectively lead and prioritize multiple complex projects
  • Excellent written and oral communication essential to writing failure analysis, incident reports, reporting to senior management, and to ascertain present and future customer needs, to write system documentation, and to train staff regarding industrial control systems.
  • Knowledge of system and software debugging, preferred.

Education, Experience and Certifications

  • Bachelor of Science Degree in Electrical Engineering, Engineering Technology, Computer Science, or equivalent, from an accredited college or university.
  • Three (3) years project leadership experience, preferably in a staff supervisory role.
  • Professional level Certifications in areas such as computer operating systems, network technologies (e.g., CCNP), Cyber Security (e.g., CISSP), and/or NYS Professional Engineering (PE) License, preferred.
  • Seven (7) to Ten (10) years of applicable experience as defined below, preferably in the area of real-time process controls for power plant control systems:
    • Experience directing engineers, analysts, technicians and electricians, and coordinating vendor support in troubleshooting, testing, servicing, and making changes to real-time computer systems and security access control and monitoring systems.
    • Experience with of North American Electric Reliability Corporation - NERC CIP Reliability Standards, Federal Energy Regulatory Commission (FERC) regulations and NYISO.
    • Experience with Energy Management, Digital Control Systems, and Supervisory Control and Data Acquisition Systems (EMS/DCS/SCADA) in the Power Industry
    • Experience with Engineering Design Drawings & Schematics
    • Experience Writing Engineering Technical Specifications preferably for process/plant control system.
    • Experience developing and directing the performance of systems testing of specification requirements.
    • Experience with control systems commissioning, preferred.
    • Experience with RTUs, PLCs, DCS such as MarkVI, T3000, and Cimplicity, and wide-area communication systems, hardware, and software in support of real-time systems and process control in a multi-user operating system environment, preferred.
    • Experience with database design and software and system engineering application development (such as, Oracle environment, C, FORTRAN, Java, etc.), preferred.
    • Experience using standard application development design, report and project management tools, preferred.
    • Experience with networking infrastructure and protocols (Cisco and Siemens environment), preferred.

Physical Requirements

  • Ability and willingness to travel up to 20%.
  • Normal color vision for design of human-machine interfaces (HMI)
