Security Manager

Summary

Provides Security services for the  protection of all employees and Authority assets at our generating stations, switchyards, transmission lines, facilities and other properties, while ensuring compliance with all applicable regulatory standards and NYPA governance documents.

Responsibilities
  • Responsible for all aspects of the facilities’ Security Program and the protection of personnel, visitors, and Authority assets at New York Power Authority stations, facilities and properties. Reports directly to the Facility Regional Manager or Vice President. Regularly interacts and collaborates with Physical Infrastructure Security. 
  • Responsible for overall direction, coordination, evaluation, and evolution of the facility Security Program and related initiatives to improve the processes and effectiveness of the Security Department in meeting Federal, State, Authority and facility compliance requirements.
  • Provide sound technical decision making regarding regulatory/legal/contractual and company changes that affect existing security programs and security personnel.
  • Develops,  implements, and maintains facility policies and procedures for security protective services that comply with the requirements of the Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), New York State Division of Criminal Justice Services (DCJS), and New York Power Authority rules, regulations, policies, procedures, special instructions and requirements. Conducts continuous review of security program and develops recommendations to address evolving conditions. Supports the annual review of and revision of Physical Infrastructure Security NERC governance documents.
  • Understand, communicate, execute tasks (e.g. provide input, review, coordinate, etc.), and/or implement specific elements of the NYPA’s NERC Reliability Standards Compliance program as defined in Business Unit Policies and Procedures established to support Corporate Policies CP 10-4 and CP 2-9.  The Security Supervisor is identified in NYPA’s NERC Reliability Standards Compliance Responsibility Matrix established and managed pursuant to Operations Business Unit procedure O-TC-01-005 Compliance Responsibility.
  • Manages Security Sergeants and salaried / nonunion personnel. Performs job Performance Reviews for Security Sergeants. Conducts progress reports for Security Guards / Union personnel. Addresses job performance concerns. 
  • Support NYPA’s Comprehensive Emergency Management Program and Business Continuity Plans.
  • Responsible for maintenance of departmental records, reports and other documentation in support of Security Program and NERC / FERC related requirements, including but not limited to department incident reports, shift logs, security system outage logs and visitor logs.
  • Develop and maintain Facility Security budgets; monitor costs associated with operational maintenance and capital expenditures relating to Security Operations.
Knowledge, Skills and Abilities
  • Maintains current working knowledge of NERC Reliability Standards, specifically CIP requirements, FERC, and NYPA requirements as they pertain to physical security.
  • Maintains current working  knowledge of Security Industry Standards and Practices including New York State Security Guard Act of 1992.
  • Responsible for ensuring that all facility uniform security personnel hold and maintain a valid NYS Security Guard License.
  • Good oral and written communication skills.
  • Ability to respond to emergency situations in a calm and proficient manner and ability to take proactive approach to analyze situations and the potential for problems. Possess the ability to function as a liaison between responding agencies (internal and external) and facility security personnel.
  • Proficiency in MS Office Suite (e.g. Word, Excel, Power Point, etc.) and MS SharePoint.
  • SAP portal proficiency specifically for time recording/reporting, and expense statements.
  • Proficiency with physical security systems including advanced CCTV systems, and Access Control and Intrusion Detection Systems.
  • Proficient or ability to learn NYPA’s AIMS tool for the management of access control.
  • Proficient or ability to learn NYPA’s work management software (Maximo) to ensure timely completion of assignments and to input corrective work orders for other departments as needed.
  • Must be knowledgeable of Legal Powers and Limitations, Emergency Situations, Access Control Systems, applicable provisions of the General Business Law and Executive Law pertaining to N.Y.S. Security Guard Act.
Education, Experience and Certifications
  • AAS degree in Criminal Justice or related field or equivalent combination of experience and a high school diploma or equivalent, Bachelor’s Degree in Criminal Justice or related field preferred.
  • Power industry, military security or nuclear experience preferred.
  • Must have held the position of NYPA Security Sergeant for minimum of 2 consecutive years while maintaining, at minimum, a “successful” performance evaluation, or held an equivalent position in a related field such as law enforcement, security or military for a minimum period of 2 consecutive years.
  • Minimum of 2 years supervisory experience supervising employees in a union environment (experience should include contract interpretation and implementation) or comparable military service.
  • Submit to and successfully complete a background check and polygraph examination.
  • Valid NYS driver’s license.
  • Hold, or obtain, and maintain a NYS Security Guard License and certification as an Instructor from the Department of State and National Safety Council for the SGA, First Aid, CPR, AED, and Defensive Driving.
  • Ability to hold or obtain and maintain NIMS and at a minimum ICS 100 Certifications .
Physical Requirements
  • 24/7 operation which may require working eight or twelve (12) hour rotating shifts, working overtime and working weekends.
  • Must be physically fit to perform duties of the job; bending, stooping, walking/riding on uneven terrain, lifting, climbing stairs, conduct field inspections, etc.  
  • Incumbent must submit to and pass a medical examination.
  • Approximately 10% travel primarily within NY State.
