Senior Construction Engineer II (P6 Construction)

Summary

Coordinates and observes work for general conformance of contract documents. Coordinates and observes the work of construction contractors assigned to perform construction contract administration and oversight work at NYPA or Customer facilities.  Ensures that quality workmanship is maintained at all times and in accordance with applicable construction procedures, methods, codes and specifications.  Projects will include electrical, civil, mechanical, instrumentation & control engineering disciplines.

Provide direct oversight of contractors and onsite management of construction projects (for projects at NYPA sites only). A Construction Engineer may have background from one of the engineering disciplines.

Responsibilities

  • Provide lead construction engineer function for a wide range of large or complex projects and programs. Manage construction projects and provide technical oversight for all, in accordance with applicable industry standards. 
  • Perform field visits to support constructability  reviews, inspections, evaluations, and testing, as well coordinate with vendors during the manufacturing process.
  • Perform occasional emergency response, including outside of normal business hours. 
  • Independently coordinate cross disciplinary activities for the successful development and execution of projects.
  • Provide a wide range of expertise in the selection, interpretation and application of codes, standards and procedures. Set internal standards and procedures. 
  • Independently perform site visits to complete field inspections, condition assessments, and equipment evaluations and develop technical construction recommendations for complex scenarios.  
  • Perform inspections and evaluations of existing conditions for various electrical, mechanical, structural equipment and systems for proper installation, problem identification and troubleshooting.  Recommend improvements to the design and construction.
  • Manage the technical and commercial aspects of construction management projects performed by external design entities.
  • Represent the Authority at industry conferences committees or task forces.
  • Provide direction and review for the construction personnel or contractor/consultant staff in the development of the project construction activities
  • Mentor and provide guidance for junior construction engineers.
  • Advise NYPA supervisor as to the recommended disposition of complex equipment dilemmas and construction compliance issues.  (May act as director role).
  • Provide construction oversight and evaluation of various equipment and systems from the perspective of a design engineer for proper installation, problem identification and troubleshooting or improvement.
  • Liaison between the Project Management division and the operating facility, and between Headquarters and on-site staff.  For projects at NYPA sites, act as the Project Management division’s chief on-site spokesperson; maintain harmonious liaison with the operating facilities, clients, local government agencies, community groups, and other organizations. 

Knowledge, Skills and Abilities

  • Expertise in the construction of power system components with projects related to power generating plant and substation facilities or building construction/ renovation industry. 
  • Extensive knowledge in the construction of equipment such as power transformers, power switchgear, current and potential transformers, grounding equipment and systems, underground and overhead cable systems, and electric generation components; or all building systems equipment.
  • Proven success in the management of technical and commercial aspects of complex projects and programs.
  • Ability to guide application of diverse technical principles and practices, with the understanding of the NYPA’s policies, operations and objectives, to complex engineering deliverables.
  • Extensive knowledge of applicable codes, standards, and regulations.
  • Competent in the use of Microsoft Office applications.
  • Proficient in Procore or Primavera preferred.
  • Ability to adapt communication style and content to effectively convey the desired message to the target audience.
  • Ability to effectively manage and prioritize multiple complex projects and programs.
  • Ability to lead a collaborative and team-oriented environment and build relationships with vendors and stakeholders.
  • Ability to perform complex engineering calculations, and establish new standard specifications, scopes of work, reports, and interdisciplinary design packages.

Education, Experience and Certifications

  • Bachelor of Science Degree in Electrical, Mechanical, or Civil Engineering, or equivalent, from an accredited college or university. 
  • Master’s of Engineering Degree preferred.
  • Minimum of twelve (12) years of applicable experience preferred. 
  • New York State P.E License required, or P.E License from another state with New York State endorsement within 12 months of start date.
  • Experience in a supervisory construction engineering role in the electric utility or industrial construction industry.
  • This role is required to be or become a CPP-1/LOTO clearance holder within 24 months and maintain it for the duration of time in the role.

Physical Requirements

  • Daily inspection of work areas throughout facility/Project Site
  • Travel within New York State will likely be required. Posting to a remote work site may be a possibility.
  • Willingness to enter confined spaces and climb/scale certain equipment is required
  • Work during off-hours and hours beyond typical 40 hour work week may be required.

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The estimated salary range for this position is:$138,000-$189,200. The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
