Manager EHS

Summary

The Manager Environment, Health and Safety (EHS) is responsible for protecting NYPA employees and the environment by managing the Regional EHS Department personnel and ensuring the overall objectives of NYPA’s EHS policies and procedures are being implemented.


The Manager EHS is responsible for his or her respective Region’s compliance with applicable regulations promulgated by OSHA, PESH, EPA, DEC, USACOE, SHPO, and DOH. The Manager EHS is responsible for directly managing the EHS engineers and scientists, managing the site’s employee on-boarding program relative to EHS compliance, ensuring compliance with notifications to regulatory agencies, and championing NYPA’s goal of continual improvement in EHS performance.

Responsibilities
  • Manage the Regional EHS Department.
  • Understand, communicate, execute tasks (e.g. provide input, review, coordinate, etc.), and/or implement specific elements of the New York Power Authority’s (NYPA’s) EHS Policies and Procedures.
  • Provide leadership, motivation and collaboration which are critical for successful EHS compliance.
  • Perform assessment of Region’s EHS performance and identify practices for continual improvement.
  • Review scopes for work and bid specifications for inclusion of EHS requirements.
  • Prepare EHS budgets for materials, supplies and contractor services. 
  • Supervise plant staff and contractors to ensure safety and environmental compliance.
  • Manage the EHS component of the site(s) Emergency Management Plans.
  • Actively promote, support and participate in all NYPA safety programs.  Provide safety leadership and act as a safety and environmental resource on all shifts.
  • Create a safe job atmosphere and be point of contact to resolve any issues that might come up.
  • Identify and develop future skill requirements through training and job rotation for EHS department employees.
  • Work with Project Management to ensure NYPA site EHS personnel have reviewed design and construction methods for projects.
  • Review contractor’s HASPs and construction methods to ensure compliance with NYPA’s EHS policies and procedures.
  • Provide routine EHS auditing of on-site contractors work activities to ensure compliance with NYPA’s EHS policies and procedures.
  • Oversee Region’s Employee Occupational Health Program for employees’ annual work- related physicals.
  • Interface with NYPA Corporate EHS staff to ensure timely updates of policies and procedures due to changes in regulations.
  • Represent sites(s) or send a designee to all Safety Administrator Working Committee (SAWC) and Environmental Performance Improvement Committee (EPIC) meetings and Joint Union and Senior Management.
Knowledge, Skills and Abilities
  • Highly effective skills as a leader on multi-discipline team projects.
  • Strong oral and written communication and interpersonal relationship skills.
  • Ability to organize and present budgetary requirements.
  • Computer skills and applications understanding of Microsoft Office products (Word, Excel, Outlook) and Maximo and/or SAP to meet job expectations at the administrative level.
  • Ability to multi-task and prioritize assignments. Establish daily work priorities, planning assignments, allocating resources, organizing and managing work.
  • Working knowledge of NYPA and facility operating procedures and regulatory policies.
  • Self-motivated and proactive to remain informed of changes in equipment, policies and personnel.
  • Cooperative leadership style and negotiating skills are essential.
  • Demonstrate advanced ability to plan and execute assignments.
  • Ability to solve labor, technical, operational, and financial issues.
Education, Experience and Certifications
  • Bachelor’s Degree in Engineering, Environmental Science or Safety discipline.
  • Minimum of ten (10) years’ experience in EHS management.
  • Prior experience supervising a workforce in the related field.
  • Master’s Degree in Engineering, Environmental Science, or Safety discipline, preferred.
  • Utility experience, preferred.
  • Applicable Certifications, PE, CHMM, CUSP, CSP, CIH, etc.
  • Valid NY State driver’s license.
Physical Requirements
  • Ability & willingness to travel 20% of the time.
  • Work long hours in emergency situations.
