IT Network / Cyber Security Engineer II

The IT Network/Cyber Security Engineer is responsible for the critical real time plant computer control and automation Systems. Responsibilities also extend to support systems such as archive and analysis systems, security access control and maintenance monitoring systems.

Works with other engineers, operating staff, and departments to determine system requirements, data relationships, algorithms, and programs to design, implement cyber secure, and compliant solutions to collect/present data for monitoring and controlling NYPA’s electrical power generating facilities. May also work with and supervise contractors hired to perform major system projects related to plant modernization and enhancements.

The IT Network/Cyber Security Engineer is responsible for the successful execution of his/her responsibilities in order to maintain the New York Power Authority’s (NYPA) North American Electric Reliability Corporation (NERC) Reliability Standards Compliance program

  • Maintain, troubleshoot, and resolve real-time system applications and network issues that are used to control and monitor (SCADA) the plant and switchyard, which includes the video surveillance and access control security systems. This will include response, off hours or 24x7 on-call as needed, to emergencies regarding real-time computing systems.
  • Periodically collect and maintain data and reports as required by policy and regulatory requirements for compliance auditors, such as NERC CIP requirements.
  • Execute or lead the development of written site-based policies and procedures for system administration, change control, and the generation of compliance documentation.
  • Manage and configure firewalls, network switches, and routers
  • Support testing of software security updates, such as operating system patches and anti-virus
  • Maintain backup and recovery systems and device data to perform restoration of failed devices and systems
  • Manage system/user accounts, and perform security audit log reviews.
  • Assist, or lead with the engineering design, development, implementation, and expansion of NYPA-wide and site-based real-time systems, security access control/monitoring system, and business Local Area Network (LAN).
  • Write engineering specifications, review bid documents, and evaluate bids for award to meet NYPA’s facility modernization objectives for controlling and monitoring systems.
  • Lead or assist with the development, engineering design, and implementation of software, hardware, network, and cyber security solutions and/or enhancements to real-time systems.
  • Identify items for operating and capital budgets, provide technical details and cost estimates for hardware, software, and network upgrades that meet cyber security best practices
  • Assist with development and/or maintenance of system database(s) and software applications, using change management tools and security monitoring software for generating regulatory reports to meet compliance NERC CIP requirements.
  • Participate in factory and site acceptance testing of real-time control systems. Review, and Recommend updates to test procedures or lead team during testing.
  • Provide support to resolve daily operations, maintenance, and corrective action activities for supporting plant operations.
  • Assist with daily support of end-users of plant-wide business and local area network (LAN) systems.


Knowledge, Skills and Abilities
  • Design, implementation, and maintenance of real-time control and monitoring systems
  • System applications, user account management, backup/recovery, and relational databases management.
  • Experience with network devices and end-user support.
  • Experience supporting or developing software used to support the Electric Utility, Health Care, or other industries. This could include billing, reporting, performance monitoring, preventive maintenance monitoring, or maintenance resource planning.
  • Systems administration (Windows server, VMS, Linux, or Unix) experience a plus.
  • Experience providing technical support to day to day maintenance of real-time systems, security access control, and monitoring systems.
  • Understanding of cyber security principles and practices.
  • Experience administering, designing, and configuring computer hardware and networks for real-time high availability systems (RAID, Virtual Machines) in a Windows, UNIX, Oracle, and/or Cisco environments is a plus.
  • Experience reviewing and using Engineering Design Drawings & Schematics.
  • Experience with computer system integration projects in 24x7 real-time process in an industrial/power/utility/health Care/ or Finance industries.
  • Experience establishing user and system requirements and writing engineering technical specifications.
  • Ability to develop system test procedures to validate proper execution of design or system upgrade.
  • Project Management experience, a plus.
  • Experience with engineering design, programming, configuring, and implementation of real-time control systems and associated equipment
  • Experience with network technologies in real-time environments such as industrial facilities and transmission substations (Modbus, DNP, ICCP, serial protocols, telemetry, PLCs, iFix, substation access control gateways) is a plus.
  • Experience supporting or developing SCADA software used for or to support Electric Utility Operations is a plus.
  • Networking infrastructure experience, such as local and wide area networking, network protocols (TCP/IP), and configuring and administering network infrastructure devices such as network switches, routers, firewalls, and intrusion detection devices. Cisco experience or certifications a plus

Education, Experience and Certifications
  • Minimum seven (7) years of applicable experience as defined in the Required Skills section above.
  • A Bachelor of Science Degree in Electrical Engineering, Engineering Technology, Computer Science, or equivalent, from an accredited college or university.
  • Certifications in areas such as Computer operating systems, Network technologies (eg. CCNA), Cyber Security (eg: CISSP), and/or Fundamentals of Engineering (FE) certification, is preferred.
  • NYS Professional Engineering (PE) License or the ability to pursue licensure, desirable.
Physical Requirements
  • Approximately 20% travel primarily within NY State
  • Must be able to provide 24/7 on-call support to operating facilities.
