Senior Planner

Summary

The Planner is responsible for maintenance adherence and resource utilization. The Planner supports facility operations and maintenance departments by providing critical decision making skills as it relates to the oversight and management of NYPA’s preventative maintenance management programs. The Planner is responsible for tracking, managing and ensuring NYPA’s regulatory compliance in connection with NERC functional entities (GOP, GO, LSE, PSE, TO and TOP); FERC; DEC; RGGI and others.  The MRM Planner is also responsible for resource utilization in the planning, scheduling and evaluating of all work tasks within the Corrective, Predictive, Preventive, Major Maintenance, Modification and Major Improvement Programs. 

 

The Planner is accountable to the New York Power Authority (NYPA) for the successful execution of his/her responsibilities in furtherance of:

  • NYPA’s North American Electric Reliability Corporation (NERC) Reliability Standards Compliance program as set forth in Corporate Policies
    CP 10-4 and CP 2-9.
  • NYPA’s Asset Management Policy Company Policy CP 1 XX-X. 

 

The Planner is responsible for performing specific tasks identified in Business Unit Policies and Procedures that support Asset Management Policy Company Policy CP XX-X, Corporate Policies CP 10-4 and CP 2-9 and compliance with NERC Reliability Standards. The Planner is identified in NYPA’s NERC Reliability Standards Compliance Responsibility Matrix established and managed pursuant to Utility Operations Business Unit policy O-TC-01-000 NERC and NPCC Reliability Standards Compliance Program and procedure O-TC-01-005 Compliance Responsibility.

Responsibilities

  • Understand, communicate, execute tasks (e.g. provide input, review, coordinate, etc.), and/or implement specific elements of the New York Power Authority’s (NYPA’s) Asset Management System as defined in Business Unit Policies and Procedures established to support NYPA’s Asset Management Policy CP XX-X and NERC Reliability Standards Compliance program as defined in Utility Operations Business Unit Policies and Procedures established to support Corporate Policies CP 10-4 and CP 2-9.  Provide leadership, motivation and collaboration which are critical for successful asset management and NERC Reliability Standards Compliance.

  • Support the development and implementation of construction and maintenance work plans to support annual portfolio ranging from $50M - $150M annually (capital and O&M approximate).
  • Administer the Region’s work schedule for each crew supported; this includes implementing the weekly schedule for a minimum of six to twelve weeks in advance, coordinating with the Planners to assess scope and bundling opportunities, verifying that the required labor estimates and accounting are accurate on all scheduled tasks, coordinating scheduled activities with other organizations as needed and modifying, changing, and updating the schedule prior to execution.
  • Schedule work activities and resources to support work plans, construction projects, and maintenance work to maintain high levels of equipment reliability. Identify critical equipment for maintenance; prioritize work by due dates and faults/operations records.
  • Develop and maintain manpower estimates, equipment and material delivery requirements (compilation, analysis and summary).
  • Monitor material status reports against construction schedules and review them with Lead Planner, Project Managers and Superintendents.
  • Contribute to summary level dashboards and/or other special reports to the project team to support informed decision-making and effective management of the project
  • Contribute to the development and execution of mitigation plans for regulatory short falls.
  • Participate in the effort for developing schedules that will create proposed outage dates to Operations per NYISO requirements. Outage coordination for daily, weekly, annual and long-term outages.
  • Develop junior level planners to assist in the long- and short-range schedules for project delivery, maintenance and outage requirements.
  • Assist in supporting the Asset Management (AM) processes for data and provide input to AM to get consistency in Maximo data with regards to short- and long-range planning.
  • Review resources to be utilized on Work Orders by developing and providing credible estimates including labor, materials, duration, crew size, and contracted work costs for both capital and O&M work.
  • Utilize previous Maximo information to develop better estimates working with the maintenance planners, supervisors and construction managers.
  • Develop and submit “OKs to Work” and clearances to the operations department as required.

Knowledge, Skills and Abilities

  • Advanced knowledge of and proficiency in computer systems and software applications, including but not limited to: Maximo, Microsoft office products, (Excel, Project, Word, Access and Outlook), Primavera, Project View. Experience with the Work Management Systems and Scheduling Desired utility industry preferred.
  • Ability to direct, follow direction and lead workers; ability to work together with Site, WPO and other Contract representatives as part of a team.
  • Ability to accurately communicate ideas, instructions, questions, problems, solutions. 
  • Ability to read and understand technical drawings and manuals pertinent to complex electrical and mechanical equipment and civil works. 
  • Understanding of the various regulatory policies and procedures. 
  • Ability to implement short-term, medium- and long-term plans and schedules, and ensure that tasks are completed in a timely manner and in accordance with quality performance standards. 
  • Must be knowledgeable in NYPA policies, procedures, and labor agreements and have a good understanding of each to consistently enforce them.
  • Ability to write clear, concise and logical job plans and communicate those job plans to Regional/Site, employees, other NYPA facilities, and applicable personnel from outside agencies.
  • Ability to identify, logically dissect and generate solutions is necessary.  Ability to solve labor, technical, operational, and financial issues.
  • Ability to plan, coordinate and schedule projects independently.  Must ensure NYPA’s preparedness for emergency response to system problems.
  • Ability to develop flexible work plans that may accommodate unplanned or emergent work.
  • Ability to perform risk analysis and devise mitigation strategies for work plans.

Education, Experience and Certifications

  • 2 year AAS degree in a technical discipline.
  • 7- 10 years related utility, construction management or planning experience, is essential in the development , evaluation and presentation of materials to employees in mandated technical areas.

Physical Requirements

  • Approximately 25% travel, primarily within NYS, (Regional maintenance area for Central, Northern, Southern and Western New York, and Transmission right-of-way).
  • Ability to access all work areas, within the area of the Region’s maintenance responsibility, (i.e., substations, powerhouses, transmission right-of-way, and support facilities).
