Summary

The System Planning Engineer completes engineering tasks and identifies abnormal variances in the results to ensure the reliable and secure development of NYPA’s future bulk electric transmission systems; assists in both the assessment and integration of new generation sources (both Merchant as well as NYPA’s own) and new bulk electric system equipment proposals on the NYPA transmission system; reviews technical reports and solves system planning problems; and performs Transmission Planning activities to support the State’s Accelerated Renewable Energy Growth and Community Benefit Act (AREGBA) enabling the realization of the Climate Leadership and Community Protection Act (CLCPA).

 

The System Planning Engineer is accountable to the New York Power Authority (NYPA) for the successful execution of his/her responsibilities in furtherance of NYPA’s North American Electric Reliability Corporation (NERC) Reliability Standards Compliance program as set forth in Corporate Policies CP 10-4 and CP 2-9. 

 

The System Planning Engineer is responsible for performing specific tasks identified in Business Unit Policies and Procedures that support Corporate Policies CP 10-4 and CP 2-9 and compliance with NERC Reliability Standards. The System Planning Engineer is identified in NYPA’s NERC Reliability Standards Compliance

Responsibility Matrix established and managed pursuant to Power Supply Business Unit procedure PS-TC-01-005-R00 Compliance Responsibility (or its subsequent revisions).

Responsibilities

  • Work with Transmission Planning senior staff to learn the operational characteristics of the NYISO Bulk Power Electric system. 
  • Work with Transmission Planning senior staff to expand knowledge of the Load Flow and Voltage analysis portions of the Power Technologies, Inc. (PTI) Power System Simulator/Electric (PSS/e) program. 
  • Learn the mechanics of the PTI PSS/e dynamics program and gain the basic knowledge for system stability analysis.
  • Assist Senior Staff in determining the need for and benefits derived from system transmission reinforcements.
  • Assist Senior Staff in conducting analyses of system conditions, system disturbances and system operations in order to assess system performance.
  • Assist Senior Staff in conducting analyses to assess the electric system improvement programs of NYPA’s customers.
  • Assist Senior Staff in the performance of generator interconnection studies.
  • Assist with the review of technical reports and NYISO planning studies.
  • Work independently on focused studies, such as an analysis of station transformer tap settings.
  • Prepare detailed technical reports documenting study work conducted, problems and recommendations.
  • Assist Sr. Staff with issues relating to NYISO/NPCC/NERC compliance.

Knowledge, Skills and Abilities

  • Knowledge of NYPA Transmission Business Unit, NYISO, NYSRC, NPCC, and NERC planning and operation policies and practices, and reliability requirements.
  • Knowledge of PTI/PSS/e load flow program.
  • Knowledge of PTI/PSS/e Stability program.
  • Knowledge of bulk power electric system planning and operation practices, as well as transmission system equipment is desirable.
  • Ability to assess Transmission Planning technical problems and provide timely and accurate solutions and recommendations.
  • Capable of recognizing abnormal variances in evaluation of technical reports.
  • Effective oral communication skills to provide detailed presentations on technical topics.
  • Effective written communication skills to write clear, concise technical reports and papers.
  • Ability to organize and prioritize a workload consisting of several projects in order to meet work completion schedules.
  • Demonstrate flexibility in changing project requirements, priorities and assignments.
  • Ability to pass EIT and work toward PE license.

Education, Experience and Certifications

  • Bachelor of Science in Engineering required; Masters of Science in Engineering desirable.
  • Minimum one (1) year actual job experience in Planning or an associated field.

Physical Requirements

  • Ability to sit for prolonged periods of time, use a keyboard and enter data, view monitors for prolonged periods of time;
  • Ability to travel by auto, train, airplane to other destinations to attend meetings.

New York Power Authority is committed to providing fair, competitive, and market-informed compensation.  The target salary range for this position in the Clark Energy Center, St. Lawrence, Niagara, and Blenheim-Gibloa is: $81,500 - $99,500 and $94,500 - $115,500 for this position in the downstate region.
