Environmental Engineer II

Summary

The purpose of this position is to assist and support the New York Power Authority (NYPA)/New York State Canal Corporation (NYSCC) staff to ensure that NYPA/NYSCC meets its environmental regulatory obligations and requirements in a sound and cost-efficient manner. The Environmental Engineer II is expected to work collecitvely with colleagues in the Environmental, Health, and Safety (EH&S) department to support utility work on Right of Ways (ROW) across the State of New York, at the Clark Energy Center Transmission Maintenance Facility (Marcy, NY) remote substations and active construction sites. This position employs environmental and engineering principles and practices to assess and ensure environmental compliance. Additional responsibilties include working within the EH&S management structure to support operation, maintenance, and new construction of activities, as well as communicate complex regulations and environmental compliance issues to project operations, management, and site staff.  Some travel across the state and ability to respond to emergencies after hours and on weekends is required.

Responsibilities

  • Employ environmental and engineering principles and practices to assess and ensure environmental compliance of utility/Canals operations.
  • Gather legitimate data from the facilities and the field and develop consensus for action in an operating and/or construction environment.
  • Establish and or maintain on-going relationships with a diverse array of regulatory agency staff members for the purpose of sharing technical information and acquiring insight to agency interpretations related to area of expertise.
  • Work within the EH&S management structure to provide support, direction and overall coordination with larger project and facility aspects and goals.
  • When requested, act as the point of contact with outside organizations as the technical expert in the specific area of expertise.
  • Work with EH&S Managemen to prepare original guidance and process designs and documents that support best-in-class operation.
  • Maintain currency with evolving regulatory requirements to keep NYPA/Canals management apprised of emerging environmental issues that could impact NYPA/Canals operations and/or budgets.
  • Review and interpret State and Federal Regulations in the areas of responsibility that may affect Authority operations including the preparation of applications to attain/maintain the permits for compliant operation under all applicable regulations and statutes.
  • Assist with the development of scopes of services, review bid proposals, evaluate the suitability of proposed vendors and participate in contract negotiations provide quality assurance oversight of vendor services through feedback from users.

Knowledge, Skills and Abilities

  • As the staff consultant/expert, knowledge of both operational constraints and regulatory requirements. 
  • Knowledge of state and federal agency regulations regarding environmental issues, hydropower plants, and fossil fuel plants.
  • Knowledge of a wide variety of utility industry issues, with expertise in one or more specific environmental areas such as permitting, quality reviews and/or risk analysis.

Education, Experience and Certifications

  • Bachelor’s degree required; Degree in Environmental Engineering, Geosciences, Biological Science, Environmental Science, or related field preferred.
  • Minimum of 7 years of experience.
  • An advanced degree and/or Professional Certification in a related field New York is preferred.

Physical Requirements

  • Approximately 20% travel within New York State.
  • Physical ability to perform EHS oversight at industrial facilities, Authority power plants, utility Right of Ways in remote locations and active construction sites on a routine basis.
