IT Operations Network Architect

Summary

This position can be filled at Clark Energy Center, St Lawrence or in the White Plains office.

 

The IT Operations Network Architect ensures that the Operations Network facilitates secure and reliable communications for NYPA operations and process, while minimizing any business disruption. Design, implement and support the communications and operation networking infrastructure throughout the Authority.
 

Responsibilities

  • Work closely with the Operations Network Project Team to direct and coordinate all aspects of Operations Network infrastructure and architecture and establish priorities for systems design, implementation, and maintenance to maximize organizational performance. Provide oversight and approve the initiation, completion and changes in scope to infrastructure projects.
  • Design, develop and implement substantive guidance, procedures, and standards for service management, infrastructure development, test and deployment efforts with primary focus on technical services provided by the telecommunications group.
  • In conjunction with Operations Network Project Team, manage and maintain testing lab to configure, evaluate, test, and troubleshoot equipment, firmware/software upgrades, security, encryption, and network design changes prior to deployment. Develop maintenance best practices and provide technical support to site technicians.
  • Ensure that the required Service Level Agreement, quality and budget parameters are in line with the values defined by management for each production customer.
  • In conjunction with the Operations Network Project Team, approve and/or recommend for approval equipment, hardware, software, systems, services and other related items as applicable to install or maintain technical services.
  • Maintain current and accurate documentation of the Operations Network via standard NYPA drawings and communications circuit database.
  • Travel to NYPA sites to support Operations Network implementation and troubleshooting as required.

Knowledge, Skills and Abilities

  • Extensive knowledge and experience of communications circuits and architecture and applications being serviced.
  • Specific knowledge of the communications industry with particular attention to trends and technology improvements, vendors, applications, concepts and methods, available hardware and systems and their regulation, techniques and management practices.
  • Demonstrated leadership skills and the ability to achieve results through others, including significant experience with large scale projects and matrix management environments.
  • Excellent interpersonal, oral/presentation and written communications skills in both technical and non-technical language. Ability to effectively communicate with varying levels of management and staff in both the Business Unit and in IT
  • Conceptual and analytical thinker, ability to understand and synthesize complex business and technology issues and strategies.
  • Proven ability in managing and working with outside service providers, including the ability to work in an environment driven by service level metrics.
  • Ability to understand and operate within the terms of a service contract.

Education, Experience and Certifications

  • Bachelor’s Degree required; electrical engineering, computer science or related field preferred.
  • Minimum 10 years communications experience with demonstrated technical skills in maintenance, testing, and troubleshooting of network equipment and protocols and telecommunication technology.
  • Extensive hands-on experience with telecommunication equipment and systems inclusive of multiplexers, channel banks, Voice over IP, TCP/IP, mobile radio, microwave and satellite systems.
  • Extensive experience in testing and maintenance of operational applications utilizing analog telecommunications including video, telemetry, protective relaying, SCADA, and voice.
  • Experience with (1) Distributed and network environments, (2) Networks, operating systems and supporting software, network hardware such as routers, switches and network protocols, (3) Copper and fiber cabling technologies and testing.

Physical Requirements

  • Overnight travel to the various NYPA locations within New York State is required. During commissioning and cutover this may be 5-10 days/month.
