Summary

Accountable for the daily management and coordination of NYPA’s overall operations, including Overseeing, monitoring, and evaluating the operational performance; directing the preparation of operating budgets and proposals for capital expenditure and investments in infrastructure, technology, equipment, systems, or other assets and resources; analyzing and approving operational investments that best meet the organization's business needs.

As a NERC Generation Operator (GOP), Transmission Owner (TO), and Transmission Operator (TOP), monitor and control NYPA generation and transmission facilities. Coordinate and direct switching schedules with regional projects, local TO/TOP’s, and NYISO. Directs generation and voltage support as needed to maintain reliability of the Bulk Electric System in a manner that will not exceed thermal and voltage limits or cause System Operating Limits (SOL’s).  Continually monitor transmission network applications to ensure normal operations.

Responsibilities

  • Control Center position with a focus on NERC Generator Operator (GOP) and Transmission Owner (TO) tasks and verbal coordination.  
  • Utilize the ECC EMS for monitoring real-time status including all generation and transmission that NYPA is the Transmission Operator for.
  • Manage water flows, NIA GIP, water transfers, and adhere to water treaties.
  • Monitor all NYPA and non NYPA Generation that NYPA is Transmission Owner for.
  • Decipher EMS most urgent alarms to back up the ECC SSO.
  • Respond to Directives of the ECC SSO.
  • Monitor transmission flows and voltages to back up the ECC Senior System Operator
  • Demonstrate a solid understanding and navigation of the EMS displays related to alarming and generation/transmission status and configuration.
  • Mentor the ECC Assistant System Operators’ on their current job tasks as well as develop their skills toward completing future System Operator tasks.
  • Responsible for assisting the ECC Senior System Operator (SSO) with remedial actions, as well as coordinating real-time outages under the direction of the ECC SSO.
  • Adhere to NERC, NPCC, NYISO, and NYPA requirements. Fulfil and demonstrate competencies in all applicable tasks formally identified within this specific position and managed by the Control Center
  • Management staff.
    Seek continuous exposure to SSO duties, Outage Coordination software and operating practices/duties.
    Must work rotating shifts, including nights, midnights, weekends, and holidays.

Knowledge, Skills and Abilities

  • Working knowledge of power system generation and transmission concepts
  • NERC TO certification required, ability to complete NYISO System Operator and NYPA System Operator specific training.
  • Qualified on positional tasks for System Operator role.
  • Ability to manage Bulk Power System tasks to assist the SSO during emergencies or high demand periods.
  • Thorough proficiency in Water Management.  
  • Must understand and demonstrate proficiency in NYPA Operating Policies and Control Center Guides and/or Instructions.   
  • Ability to utilize NYPA PTR+ outage software.
  • Working understanding of NYPA Operating Policies and Control Room Guides, Instructions, Bulletins, and NYISO memos.

Education, Experience and Certifications

Preferred

  • Bachelor’s (BAS) degree in Electrical Engineering, other Engineering disciplines, or related technical fields

Required

  • Associate (AAS) degree: Electrical Technology or equivalent Science/Technology field desired

Internal candidates:

  • Minimum 18 months of experience in system operations and completed all internal training and task verification through ECC training cycle – 
  • NERC Transmission Operator Certification

External Candidates:

  • Minimum 18 months of experience in system operations and NERC Transmission Operator Certification.

Physical Requirements

  • Approximately 10% travel primarily within NY State.  
  • Ability to sit for long periods of time (up to 12 hours) in front of computer monitors while maintaining situational awareness; communicating effectively while speaking English (per NERC requirement); see, hear, and react to alarms.

The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
