Assistant Outage Coordinator

Summary

The ECC Outage Coordinator reviews, coordinates and approves/disapproves all Bulk Electric System (BES) generation, transmission, and substation equipment outages and in-service requests relevant to NYPA system operations.  The ECC Outage Coordinator works closely with the NYPA Regional Projects, NYISO, neighboring Transmission Owners (TOs), JAF, Windfarms, Small Hydro’s, and ERM (for NYPA generation-related work) to evaluate, coordinate, and process the requests.

 

The Outage Coordinator is accountable to the New York Power Authority (NYPA) for the successful execution of his/her responsibilities in furtherance of:

  • NYPA’s North American Electric Reliability Corporation (NERC) Reliability Standards Compliance program as set forth in Corporate Policies
    CP 10-4 and CP 2-9.
  • NYPA’s Asset Management Policy Company Policy CP 1 XX-X. 

 

The Outage Coordinator is responsible for performing specific tasks identified in Business Unit Policies and Procedures that support Asset Management Policy Company Policy CP XX-X, Corporate Policies CP 10-4 and CP 2-9 and compliance with NERC Reliability Standards.  The Outage Coordinator is identified in NYPA’s NERC Reliability Standards Compliance Responsibility Matrix established and managed pursuant to Utility Operations Business Unit policy O-TC-01-000 NERC and NPCC Reliability Standards Compliance Program and procedure O-TC-01-005 Compliance Responsibility.

Responsibilities

With moderate supervision and guidance from ECC management:

  • Understand, communicate, execute tasks (e.g., provide input, review, coordinate, etc.), and/or implement specific elements of the New York Power Authority’s (NYPA’s) Asset Management System as defined in Business Unit Policies and Procedures established to support NYPA’s Asset Management Policy CP XX-X and NERC Reliability Standards Compliance program as defined in Utility Operations Business Unit Policies and Procedures established to support Corporate Policies CP 10-4 and CP 2-9.  Provide leadership, motivation and collaboration which are critical for successful asset management and NERC Reliability Standards Compliance.
  • Assist in the evaluation, processing, coordination, and communication of  the approval/disapproval of NYPA outage and in-service requests received from the four (4) NYPA Regional Projects with other relevant entities (NYISO, Transmission Owners, Generator Owners, ERM, etc.).
  • Assist in the evaluation, processing, coordination, and communication of  the approval/disapproval of outage and in-service requests received from other entities with the four (4) NYPA Regional Projects.
  • Works closely with ECC Operators, reviews logbook, and Regional Project daily reports to ensure accuracy of outage requests and completion times.
  • Contributes to the evaluation and processing  of the NYPA long-range transmission and generation outages with the NYISO per their requirements.
  • Assists with management of PTR-Plus! database’s  user access/ permissions, equipment lists, conflict lists, company contacts, and general enhancements.
  • Maintains filing system and audit trail of processed requests.
  • Contributes to completion of all outage reports required for stakeholders.
  • Updates and reviews outage coordination Operating Procedures and manuals.
Knowledge, Skills and Abilities
  • Basic knowledge of power system generation and transmission equipment and concepts.
  • Ability to make critical decisions and process multiple requests.
  • Good negotiating skills.
  • Excellent organizational skills.
  • Excellent oral communication skills.
  • Ability to effectively communicate (verbally and email) with ECC Operators, Regional Project Outage Coordinators, as well as the coordinators at the NYISO and other TOs.
  • Ability to use NYPA Outage Coordination software, develop a filing system for record retention, and generate reports as required.
  • Working knowledge of Microsoft Office programs for PC (Word/Excel etc.).
  • Self-motivator/learner with goal of being able to process outages independently.
Education, Experience and Certifications
  • Technical Associate degree.
  • BS degree in Electrical Engineering or the equivalent science/technology field, preferred.

 

Preferred Experience:

Minimum 2 years any combination of the following:

  • Overall BES Operations experience at NYPA or another BES Utility
  • Experience coordinating Transmission /Generating Outages at NYPA or another BES Utility.
  • Experience working as a Control Room/System Operator, Engineer.
  • Utility/Power plant experience working in operations, maintenance, high voltage electrician, instrument controls technician, etc.
  • Military technical or nuclear training.
Physical Requirements
  • Ability to sit for 8 hours in front of a computer monitor.
  • Communicate effectively while speaking English.
  • Approximately 10% travel primarily within NY State.
