Summary
In the Accelerated Renewable Energy Growth & Community Benefits Act, New York State has outlined an expansive transmission development plan, with NYPA playing a key role. NYPA’s Vision 2030 is a strategic plan to grow and lead electric transmission line development in New York. The Licensing Specialist – Field Compliance is responsible for directly supporting these initiatives and helping NYPA implement its strategic vision. #LI-VB1
Responsibilities
- Primarily a field-oriented position supporting regulatory compliance during construction and project close-out
- Review and understand the compliance requirements associated with Article VII approvals, Environmental Management & Construction Plans and all other associated permits
- Coordinate regularly with the internal project teams (i.e., NYPA Construction Management, Project Management and Third-Party Environmental Inspectors)
- Conduct routine field inspections along the right-of-way, laydown yards or any project related sites
- Liaise with regulatory agency staff including Department of Public Service, Department of Environmental Conservation and Department of Agriculture & Markets)
- Assist in the development and coordination of project change approvals (i.e. EMCP changes, permit modifications)
- Assist in the interpretation and resolution of potential compliance items in a timely manner
- Provide training as needed to help reinforce regulatory compliance
Knowledge, Skills and Abilities
- Knowledge of regulatory and statutory requirements, including but not limited to:
- Article VII (NYS Public Service Law –major transmission line construction).
- NYSDEC stream, wetland, and stormwater regulations.
- USACE wetland regulations.
- Rare, threatened and endangered species regulations.
- Invasive species.
- Knowledge of best management practices associated with typical construction activities
- Professional level verbal and written communication skills.
- Public speaking and presentation skills/experience.
- Ability to provide regulatory guidance to field crews and issue stop work instructions, when warranted.
- Effective problem-solving skills. Ability to research and verify accuracy of data; analyze data, draw inferences and make recommendations.
- Ability to maintain daily work priorities, plan assignments, and organize work with limited supervision.
- Ability to interact with all members/levels of Project Development & Licensing and other NYPA departments.
Education, Experience and Certifications
- Bachelor’s degree in Environmental Science, Biology or related field.
- Minimum of 3 years’ experience in construction monitoring, compliance, and environmental permitting.
- Qualified Erosion and Sediment Control Inspector.

Upstate/STL located onsite at one of the project offices
75% Field / 25% Office position
