Asset Management System Development Lead

The Asset Management System Development Lead, within Strategic Operations supports the Authority’s next step in its asset management journey by identifying, developing and testing new improvement opportunities within NYPA’s Asset Management System to increase the value that NYPA’s assets can deliver for its customers.  


The Asset Management System Development Lead performs a pivotal role in motivating the organization to undertake the changes in a new roadmap that will elevate the financial or non-financial performance of NYPA’s Asset Management System. 


  • Canvas the Asset Management (AM) landscape for opportunities to increase NYPA’s AM System maturity based on strategic alignment, meeting AM objectives and tangible value creation.
  • Prioritize improvement needs, develop quantifiable rationales, establish initial benefits and develop high level delivery strategies to enable execution, of all identified improvements to the AM System.
  • Liaise with multiple Work Stream Leads to review, vet assumptions, and resolve differences to advance a proposed improvement need.
  • Work with the Asset Analysts to resolve implementation hurdles in collaboration with stakeholders, and monitor implementation progress and projected benefit realization.
  • Manage a portfolio of improvement opportunities, update and maintain the strategic roadmap of improvement opportunities.
  • Develop a dashboard or executive report to communicate progress and status of the prioritized improvement projects.
  • Develop, update and maintain the AM business case in consultation with key stakeholders.
  • Champion an approach of combining strategic alignment and financial performance in supporting Asset Owners to develop asset strategies.
  • Develop scenario-based models when appropriate to estimate potential value of strategic ideas generated by Asset Owners.
  • Build out multiple scenarios and conduct analyses to test asset strategies that consider financial (Revenue, Costs, Risks, Profitability, etc.) and non-financial (Vision, Mission, Objectives Alignment) impacts under each, and articulate the value useful for decision-making.
  • Integrate any improvement changes made in one part of the AMS that may have an impact to the other processes in the AMS.
  • Work with Change Management to cascade the improvement throughout the Asset Management System.

Knowledge, Skills and Abilities

  • Demonstrated strong level of comfort to navigate through complexity and ambiguity, and the ability to partner and influence and deliver solutions within required timeframes.
  • Demonstrated substantial knowledge in the development and implementation of strategic asset management or planning processes.
  • Demonstrated substantial technical asset management skills.
  • Demonstrated stakeholder management and an ability to communicate solutions to multiple independent stakeholders.
  • Ability to independently lead a major work stream while coordinating with other team members to identify inter-work stream dependencies and risks and develop and carry out mitigation steps. 
  • Ability to analyze financial and technical information, including budgets (capital and O&M), investment analysis (cost/benefit, ROI, etc.) and life-cycle costs for assets.
  • Ability to perform user acceptance testing of modeling changes to ensure reasonability of overall model results.
  • Ability to process improvement opportunities and develop robust analytics capabilities for energy analysis.
  • Familiarity with ISO 55001 standards is preferred.
  • Substantial knowledge of Enterprise Asset Management systems and/or other applications, such as Maximo, GIS, SAP, Microsoft Office (Excel, Word, PowerPoint, Visio) or other business process modeling and analytical tools.
  • Ability to prioritize and plan work with respect to project schedules, and deliver results in a timely manner.
  • Excellent planning, organization and presentation skills to communicate to all audience levels.
  • Excellent written and oral communication essential to ascertain present and future customer needs and to write system documentation.
  • Ability to understand and use standard report and project management tools.

Education, Experience and Certifications

  • A Bachelor’s Degree in a technical or business discipline or equivalent experience.
  • Minimum of 10 years' experience in developing physical asset management strategies and plans; utility experience, preferred.
  • Strong knowledge of Asset Management processes & systems to drive continual improvement; IAM certification, preferred.

Physical Requirements

  • Approximately 15% travel primarily within NY State. 
  • Ability to travel to project sites to coordinate with asset management and technology management teams.
