Code Compliance Program Manager

Summary

Responsible for administration and enforcement of the construction permitting process as required by New York State Executive Law. Accountable for permitting of all projects affecting buildings, structures, and premises under NYPA’s custody that are subject to permitting. Supports all activities necessary to implement the programs outlined as defined in Title 19, NYCRR, Part 1204. #LI-VB1

Responsibilities

  • Provide Code Compliance Manager function, pursuant to Title 19 NYCRR, part 1204, for a wide range of large or complex projects and programs;  including issuance of building permits, notices of violation, stop work orders, temporary approvals of occupancy and certificates of occupancy and use 
  • Perform field visits to support jurisdiction assessments and code reviews., during the design process.
  • Perform occasional emergency response, including outside of normal business hours. 
  • Independently coordinate cross disciplinary activities for the successful development and execution of projects.
  • Provide a wide range of expertise in the selection, interpretation and application of codes, standards and procedures. Set internal standards and procedures. 
  • Independently perform site visits to complete code inspections, project assessments, and observe testing for complex scenarios.  
  • Represent the Authority at industry conferences committees or task forces.
  • Mentor and provide guidance for junior engineers.
  • Advise supervisor as to the recommended disposition of complex  and technical code compliance issues.  (May act as director role).
  • Administer, execute and enforce a code compliance program for the buildings, premises and equipment in the custody of NYPA in compliance with Title 19, NYCRR, Part 1204 and in compliance with all corporate policies and business unit policies and procedures related to the code compliance function. This includes periodic updates of applicable corporate and business unit policies and procedures.
  • As necessary, provide Code Coordinator function, pursuant to Title 19, NYCRR, Part 1204, in support of the annual fire and safety inspections and other inspections in response to complaints regarding conditions or activities allegedly failing to comply with provisions of the Uniform Code.
  • Collect, maintain and archive project and fire inspection record documents required to verify NYPA’s compliance with Title 19, NYCRR, Part 1204, and the Uniform Code.
  • Prepare all activity reports regarding projects and fire inspections within the code compliance program. 
  • Establish and maintain program outreach and awareness to NYPA project stakeholders.
  • Establish, maintain and document a periodic process of identifying stakeholder projects affecting buildings, premises or equipment under the custody of NYPA subject to Title 19, NYCRR, Part 1204 and the Uniform Code.
  • Provide guidance and support to other code compliance staff for the performance of their duties within the group. Provide technical expertise and guidance to all NYPA project stakeholders and other staff regarding building code matters.
  • Oversee the maintenance of content on the internal MS Sharepoint site for the Code Compliance group.

Knowledge, Skills and Abilities

  • Expert knowledge of building construction processes and related inspection and testing within a utility environment.
  • Proven success in the management of technical and commercial aspects of complex projects and programs.
  • Ability to guide application of diverse technical principles and practices, with the understanding of the NYPA’s policies, operations and objectives.
  • Extensive knowledge of applicable codes, standards, and regulations regarding the administration and enforcement of the Code Enforcement Program in NYS..
  • Competent in the use of Microsoft Office applications.
  • Ability to adapt communication style and content to effectively convey the desired message to the target audience.
  • Ability to effectively manage and prioritize multiple complex projects and programs.
  • Ability to lead a collaborative and team-oriented environment and build relationships with vendors and stakeholders.
  • Ability to perform complex engineering calculations, and objective plan reviews of all disciplines and provide code interpretations with respect to applicable state regulations and Uniform Code requirements.
  • Experience in use of Microsoft Power Platform including Access/Power Apps/Power Automate/PowerBi/Sharepoint, preferred.

Education, Experience and Certifications

  • Bachelor of Science Degree in Engineering, or equivalent, from an accredited college or university. 
  • Master’s of Engineering Degree preferred.
  • Minimum of twelve (12) years of applicable experience preferred. 
  • New York State P.E License required, or P.E License from another state with New York State endorsement within 12 months of start date.
  • Experience in a lead code enforcement function.
  • New York State Code Enforcement Official Basic Training Certification
  • Minimum of 8 years of experience in Code Enforcement and applying performing plan reviews and inspections related to the requirements of the NYS Building Code (New York State Executive Law, Title 19, NYCRR, Part 1204 or 1202, Uniform Code) or ICC-based building code.
  • Knowledge of the NYPA organization, both at headquarters and the operating locations.
  • Experience managing a municipal/city Building department under Title 19 NYCRR Part 1203 or developing and maintaining a code compliance program under Title 19 NYCRR Part 1204, preferred.

Physical Requirements

  • Up to 30% travel (20% for Program Manager)
  • Travel throughout New York State to NYPA’s operating facilities, attend agency meetings, and industry seminars and working group meetings as noted in table below.
  • Occasional out-of-state travel to attend agency meetings and industry seminars and working group meetings.
  • Ability to walk long distances, climb up and down stairs and ladders, inspect in trenches below grade, and be able perform physical inspections of all NYPA facilities
  • Ability to wear personal protection equipment such as safety shoes, hard hat, hearing protection and safety glasses
  • Valid NYS Driver’s License

The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
