Director Quality Assurance/Quality Control

The Director Quality Assurance / Quality Control is responsible for providing oversight and the enforcement of Quality Assurance and Quality Control of energy efficiency projects for the Clean Energy Solutions (CES) business unit. The Director supervises the QA/QC Team and works closely with other Directors of Engineering and Construction Management.  The Director oversees continuous improvement of the delivery systems of energy efficiency projects by enforcing quality standards, risk assessments, scheduling and cost of projects delivered to NYPA’s Customers.   Focus is placed on improving internal and external customer experiences while streamlining operations through process improvements, identification of synergies, and evaluation of internal controls and deployment of digital tools/systems.

The Director QA/QC ensures that all projects assigned to Implementation Contractors (IC’s), Subcontractors and Consultants are delivered and executed to the highest standards and through the implementation of a comprehensive QA/QC program that extends from project inception through completion. This position is responsible for maintaining a work environment and staff that acts with a focus on the future, is adaptable and executes with a sense of urgency in an increasingly competitive business landscape.

  • Responsible for performing the day-to-day planning and implementation of the quality program by the quality staff.
  • Responsible for review of all project-related design over $5MM for constructability, quality design, codes and standards. 
  • Prepare QA/QC annual budget including staffing requirements, funding for key initiatives and associated support for the Clean Energy Solutions Business Unit.
  • Prepare all program documentation and other required back-up schedules for annual budget submittal.
  • Work with Senior Managers to prepare justifications for annual budget.
  • Responsible for developing budget schedules, ensuring timely submittal of budget including presentation to Senior Management.
  • Ensure compliance with corporate policies and procedures.
  • Monitor and report on all Trustee-approved program budgets planned, committed and actuals.
  • Oversee and coordinate any audit engagement preparation and document submittal as related to Energy Efficiency programs quality, schedule and cost.
  • Coordinate communications with Internal Audit, Enterprise Risk, and Legal regarding Energy Efficiency projects during Litigation or Claims against NYPA.
  • Represent NYPA during any litigation or claims brought by an Energy Efficiency IC, contractors and subcontractors.
  • Responsible for oversight and review engineering calculations, estimates, and cost analyses for design phase of a project. 
  • Manage and implement QA/QC program for Energy Efficiency projects.
  • Act as an advisory on Primavera Optimization Initiatives.
Knowledge, Skills and Abilities
  • Incumbent must be an expert in New York State and Local codes requirements.
  • Solid understanding of the electric utility and energy services industries is required. 
  • Broad technical knowledge across multiple engineering disciplines including consulting engineering.
  • Thorough understanding of NYPA’s policies, operations, procedures and business objectives, as well as those of the customers, is desirable.
  • Excellent interpersonal skills and good verbal communication skills are required. Incumbent must possess the ability to organize information and effectively present ideas to the intended audience.
  • Ability to receive verbal direction and follow-up for/with supervisor. Incumbent must have superior writing skills and the ability to prepare reports, research papers, analytical studies and equipment reviews suitable for final submission.
  • Ability to handle projects from start to finish with the ability to analyze existing conditions in a facility.
  • Incumbent must be proficient in managing complex issues related to contracts, equipment design and operation, and environmental concerns as they relate to customer requirements and develop cost-effective, innovative engineering solutions to non-routine problems. 
  • Strong planning, problem-solving and project management skills. 
  • Ability to provide guidance/direction to QA/QC project managers; management skills are essential to providing direction to and motivating QA/QC project managers.
  • Excellent interpersonal skills.
  • Strong written and verbal communication, with the ability to effectively present ideas.
  • Strong leadership and influence skills to coordinate all budget activities with Senior staff.
  • Ability to investigate, analyze and develop solutions to multi-faceted problems and complex issues
  • Ability to work independently or part of an interdisciplinary team.
  • Strong Knowledge of Primavera or other Project Management System is required.
Education, Experience and Certifications
  • Proficiency with state-of-the-art engineering and analytical techniques and energy conservation and power conversion technologies is required.
  • In-depth knowledge of building mechanical and electrical systems as well as chillers, boilers, HVAC and building envelope is required. 
  • Bachelor’s degree in Mechanical, Electrical, Civil Engineering or related engineering discipline.
  • Master’s degree in engineering, scientific or business discipline preferred.
  • Minimum of 20 years of related engineering experience. 
  • Minimum 10 years Supervisory or team lead experience.
  • In-depth experience and knowledge in Project and Construction Management multi-discipline engineering.
  • In-depth knowledge of NYPA policies and procedures.
  • An NYS Professional Engineering (PE) license is preferred
  • Professional certifications such as Project Management Professional Certification (PMPC) or Certified Energy Manager (CEM) are preferred.
Physical Requirements
  • Ability to perform standard office work.
  • Approximately 20% primarily NYS based travel is required.
