Summary

The Director, Enterprise Governance & Business Technologies is responsible for the operation and administration of governance bodies overseeing NYPA and Canals' portfolios, programs, and projects. This role ensures a disciplined, transparent, and repeatable process across all governance committees, focusing on the development, quality, and continuous improvement of gate packages.

 

The Director collaborates with pipeline managers and investment analysts to manage intake, maintain portfolio visibility, and prepare initiatives for review. Additionally, the Director facilitates informed decision-making in committee meetings, tracks follow-ups, and upholds governance standards.  The role involves active engagement with subject matter experts in various business units to ensure effective communication and collaboration.

 

The Director will guide the evolution of enterprise portfolio management technology systems supporting project intake, prioritization, gating, and reporting, ensuring integration with our ERP system and BU-level PMIS tools. This integration aims for an integrated, insights-based governance ecosystem.

 

This position requires the ability to manage uncertainty and maintain a continuous improvement mindset, eventually supporting technology transformation and scenario-based investment modeling based on financial capacity projections.

 

Key Responsibilities include:

  • Oversee the operation and administration of P3M governance bodies, ensuring a disciplined, transparent, and repeatable process for managing NYPA and Canals' portfolios, programs, and projects, while focusing on the development, quality, and continuous improvement of gate packages.
  • Collaborate with pipeline managers, investment analysts, and subject matter experts to manage project intake, maintain portfolio visibility, prepare initiatives for review, and facilitate informed decision-making in committee meetings by tracking follow-ups and upholding governance standards.

Responsibilities

  • Provide strategic direction and leadership for multiple large-scale programs and projects, aligning them with NYPA’s mission and strategic plan.
  • Develop and implement long-term goals, KPIs, and sustainable objectives.
  • Oversee all aspects of program management, ensuring milestones and deliverables are met, while continuously monitoring and adjusting progress as necessary.
  • Collaborate with internal and external stakeholders to plan, develop, and refine programs, driving improvements in strategies for overall program success.
  • Define and enforce controls, processes, procedures, and reporting mechanisms to manage programs effectively and ensure compliance with industry regulations and standards.
  • Strategically allocate and prioritize resources across programs, managing budgets and identifying potential internal and external funding sources.
  • Proactively identify and mitigate risks, addressing and resolving issues that arise during program cycles with appropriate corrective measures.
  • Coordinate interdependencies between various projects and programs within departments or business units, ensuring cohesive progress towards organizational goals.
  • Prepare comprehensive reports and present program status, challenges, and successes to senior leadership, providing insights and recommendations to inform decision-making.
     

Knowledge, Skills and Abilities

  • Expert in conflict resolution, negotiation, and problem-solving, with the ability to address complex issues effectively.
  • Proficient in risk management, with a proactive approach to identifying and mitigating potential risks.
  • Exceptional organizational, time management, and multitasking skills, capable of managing multiple high-priority projects simultaneously.
  • Extensive experience in managing large, complex programs or projects, with advanced knowledge of program management methodologies.
  • Deep understanding of business and strategic goals, with the ability to think strategically and provide innovative solutions to overcome obstacles.
  • Strong knowledge of budgeting processes and resource allocation strategies.
  • Superior written and verbal communication skills, with experience delivering engaging and well-organized presentations to diverse audiences.
  • Proven ability to manage, motivate, and coach senior staff.
  • Experienced in conducting performance reviews, succession planning, and resource balancing.
     

Education, Experience and Certifications

  • Bachelor's degree required.
  • Master's degree preferred.
  • 7 or more years of related experience in program and project management, or an equivalent combination of training and experience.
  • 3 or more years of experience managing employees or leading a team. 

Physical Requirements

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The estimated salary range for this position is: $159,000 - $200,000. The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
