Director Civil/Structural Engineering

The Director of Civil/Structural Engineering manages and coordinates the activities of the Civil/Structural Engineering group, delivering quality engineering work, on schedule, within budget, and in accordance with stakeholder requirements.

The Director of Civil/Structural Engineering provides consultation and design approval for new construction and proposed modifications to NYPA’s dams, roads, bridges, tunnels, reservoirs, power plants, buildings, parking garages, water supply, control gates, and other structures required for power generation and transmission of electricity.


  • Lead and manage a centralized engineering team with a staff knowledgeable in civil, structural, hydraulics/hydrology and geotechnical engineering to achieve timely, high quality project delivery within budget. 
  • Oversee engineering services including inspection, feasibility studies, conceptual development, scoping, alternative analysis, design, and preparation of detailed construction drawings and specifications. Ensure that staff interfaces with other engineering disciplines, support groups and end users to achieve technically integrated designs.
  • Support NYPA’s Dam Safety Program Policy (O-ENG-20-000) and promote a culture of dam and general safety throughout the entire organization. 
  • Motivate and mentor staff to grow their technical, collaboration, and leadership skills. 
  • Prioritize and schedule active tasks for staff in coordination with overall objectives and as emergent needs arise and monitor budget vs. actual expenditures. Participate in annual budgeting, high level planning and development of project and compliance milestones.
  • Provide flexible response to emerging issues and changing priorities and provide occasional emergency support
  • Procure and maintain a stable of on-call engineering consulting firms who can provide supplemental technical services, develop clear and concise scope of services documents, and ensure timely, high quality designs are delivered within budget.
  • Maintain professional working relationships across Engineering disciplines and NYPA sites, and with outside organizations including, but not limited to, the following: FERC, Joint Works Committee, EPRI, CAETI, American Society of Civil Engineers, and the National Hydro Association.

Knowledge, Skills and Abilities

  • Ability to produce clear and concise reports, presentations and other documentation on complex topics to technical and non-technical audiences.
  • Capability of building and developing teams and fostering teamwork across business units.
  • Extensive technical/professional knowledge in area of specialty acquired through progressive experience.
  • Thorough understanding of codes, standards, regulations, and construction processes, particularly within the utility industry.
  • Ability to represent NYPA and maintain liaison with individuals, related organizations, and regulatory agencies.
  • Demonstrated ability to plan and lead high quality delivery of complex multi-discipline engineering projects with financial acumen.
  • Demonstrated abilities that illustrate initiative, innovation, problem-solving, adaptability and planning.
  • Awareness of changes and advancement in the utility industry.
  • Ability and willingness to mentor others in support of NYPA's succession planning efforts.

Education, Experience and Certifications

  • Bachelor of Science in Civil or Structural Engineering; other Engineering disciplines to be considered with commensurate experience
  • New York State registered Professional Engineer required
  • Minimum 12 years progressively responsible Civil Engineering experience, preferably in the utility industry
  • Experience leading teams, with or without direct supervision
  • Master’s degree preferred

Physical Requirements

  • Ability to access all areas of the plant including ability to climb and work at high elevations and in confined spaces; ability to walk a significant distance, sometimes on uneven ground.
  • Approximately 25% travel, primarily within NY State

New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The target salary range for this position is: $163,000 - $199,000. Salary offered will be determined based the successful candidates’ relevant experience, knowledge, skills, and abilities.
