Director Quality Assurance & Code Compliance

Summary

The Director Quality Assurance and Code Compliance provides leadership, managerial and technical direction, and control and oversight for the New York Power Authority’s (NYPA’s) corporate Quality Assurance and Code Compliance & Enforcement Programs.


NYPA’s Quality Assurance (QA) Program is responsible for defining and administering the welding/brazing program at all NYPA facilities and enforces NYPA’s Quality Program for critical Generation & Transmission equipment and construction projects.


The New York Power Authority is a construction permitting agency and is required to establish a Code Enforcement Program at NYPA and NYS Canal Corporation in accordance with New York State Executive Law, Title 19, NYCRR, Part 1204, Uniform Code (Part 1204); Administration and Enforcement by State Agencies. The requirements of the program are embodied in Corporate Policy 1-5 – Uniform Fire Prevention and Building Code and Energy Code – Compliance.
 

Responsibilities

  • Administer and maintain the corporate policies and procedures governing the New York Power Authority’s Quality Assurance and Code Compliance programs
  • Provide day to day oversight and administration of the QA and Code Compliance group ensuring they are complying with policies, procedures, effective in their roles, and developing staff for advancement and future roles
  • In collaboration with NYPA Legal, responsible for determining Authority Having Jurisdiction (AHJ) for construction work on NYPA or Canals Property
  • Establish scope of responsibilities and applicability of QA program as it applies to NYPA facilities and assets
  • Drive strategic direction to ensure continuous improvement of the QA and Code Compliance programs and support for NYPA’s strategic goals
  • Actively engage internal NYPA and external stakeholders to ensure that the requirements of the Programs are being met
     

Knowledge, Skills and Abilities

  • Possess technical, managerial, administrative, leadership and communication skills to effectively oversee the Programs
  • Ability to influence NYPA staff and work practices for the Quality Assurance and Code Compliance programs and have the skills to coordinate, prioritize, and oversee the implementation of multiple projects and deliver results in a timely manner. 
  • Knowledge of quality assurance processes and practices, electric industry equipment standards, utility operations and equipment operation
  • Knowledge of the New York State Building Code, the National Fire Protection Association (NFPA) standards, and other standards applicable to the Quality Assurance and Code Compliance programs
  • Possess strong negotiating skills and the ability to resolve problems and provide recommendations on program issues for Quality Assurance and Code Compliance
  • Ability to interface with NYPA personnel at all managerial levels through clear and concise written and verbal communication
  • Familiarity with the engineering design process, experience and knowledge of construction activities and processes, and familiar with equipment and systems used in the building and utility industries
  • Familiarity with applicable Federal and New York State Regulations
     

Education, Experience and Certifications

  • Bachelor of Science in Engineering; an advanced degree is preferred.
  • Minimum of 10 years of experience in a combination of quality assurance in utility related manufacturing or fabrication, and code enforcement
  • Experience managing or supervising others
  • Certification as a NYS Code Official, or ability to obtain certification within 18 months of performing in the position 
  • New York State Professional Engineer’s license or able to obtain one within 1 year 
  • Experience applying the requirements of New York State Executive Law, Title 19, NYCRR, Part 1204 or 1203
  • Experience in utility or energy sector preferred
     

Physical Requirements

  • Approximately 25% travel in New York State, within the US, and to foreign countries. Possess a United States passport, with ability to obtain visas for international travel.
  • Able to climb ladders, enter confined spaces, and walk on high platforms.

New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The target salary range for this position is: $163,000 - $199,000. Salary offered will be determined based the successful candidates’ relevant experience, knowledge, skills, and abilities.
