Director Sales & Energy Accounting

Summary

The Director, Sales & Energy Accounting, is responsible for the sales and energy accounting and government and wholesale billing functions.  This role involves significant reporting of utility revenue, purchased power, fuel & utility related transactions to ensure compliance with generally accepted accounting principles. This position is responsible for leading and building center of expertise ("COE") within the accounting domain.

Responsibilities

  • Direct and manage sales and energy accounting functions including developing technical policies and providing authoritative guidance on accounting matters.   
  • Recommend and implement proper internal accounting controls in areas of responsibility with emphasis on effectiveness, efficiency, and compliance.  Ensure financial transactions are accurately recorded and accounting records maintained in accordance with Generally Accepted Accounting Principles (GAAP).
  • Support preparation of financial statements and monthly financial reports including financial highlights for Trustees and senior management; coordinate issuance of annual certified financial statements and semi-annual unaudited statements issued to banks and financial institutions.
  • Provide guidance to government and wholesale billing staff on billing activities to ensure prompt and accurate billing of customers and timely reporting of information to regulators, service providers and others. Ensure automated systems are maintained within the framework of proper system of internal controls.
  • Coordinate sales accounting activities including the appropriate accounting for transactions with customers and with the New York State Independent System Operator (ISO). 
  • Direct preparation of information from accounting and billing records to support forecasting and decision- making process including customer pricing and cost recovery.
  • Oversee areas of responsibility with respect to external audits including financial statement audits and management audits conducted by the office of the State Comptroller. Liaison with Internal and external auditors on audits and the resolution of related issues as appropriate.
  • Implement regulatory accounting, in accordance with FERC standards, as it relates to asset recovery through rates including addressing complex issues in this regard relative to Authority power programs.  
  • Lead team of subject matter experts ("SME's) involved with day-to-day accounting and analytical activities. Provide guidance to them on complex accounting matters; support each individual with their career development plan (cross-train, enhance skills via training etc.).

Knowledge, Skills and Abilities

  • Advanced knowledge of accounting principles and ability to analyze technical issues involving specialized accounting procedures.
  • Knowledge of the electric utility rate making and knowledge of the Federal Energy Regulatory Commission (FERC) Uniform System of Accounts, application of Generally Accepted Accounting Principles (GAAP) in a utility environment, and plant accounting systems or demonstrated ability to obtain these skills in a reasonably short period of time. GASB knowledge preferred.
  • Managerial skills with the ability to work on multiple projects with minimal supervision; self -motivated individual with a keen desire to accept various challenges and apt to change management.  Individual with "big picture" approach yet the ability to dig deep into the financial numbers.

Education, Experience and Certifications

  • Bachelor's degree in Accounting, Finance or an equivalent field is required.
  • Advanced degree, MBA or CPA preferred.
  • Minimum 10 years of financial accounting experience, with at least 5 of those years in supervisory capacity, is required.
  • Public accounting and utility industry experience preferred.
  • Expert knowledge of SAP or other ERP system required.
