Summary

The EVP & Chief Financial Officer serves as a strategic partner and adviser to the President and CEO, senior leadership team and Board of Trustees on all matters pertaining to the business strategy and financial planning for New York Power Authority. The CFO oversees the Authority’s investment and debt management programs, budgets, and policies to ensure access to capital markets as needed to implement corporate strategy.  He/she will collaborate with the President & CEO to chart the strategic vision for NYPA and will oversee corporate development and the creation of strategic partnerships and affiliations. The EVP & CFO is in charge of the Authority's financial and accounting activities, and provides leadership and direction to ensure the development of relevant business information, accurate accounting systems, and timely financial plans and reports. He/she is responsible for ensuring that effective financial controls are in place so that assets are protected, the use of funds is optimized, and appropriate cash is generated.  The EVP & CFO drives innovation in all areas of the financial function, ensuring that the Authority is taking full advantage of the latest tools in areas such as financing, accounting and information technology.

Responsibilities

  • Serve as the key member of the executive  management team providing input and leadership for the Authority's overall business and financial strategy and determining the financial policies and issues that are taken to the Board of Trustees.
  • Oversee the complete operation of the Business Services organization, including the Treasury, Accounting, Financial Planning and Budgeting functions.
  • Formulate and implement the Business Services organization’s business plan and its vision, mission, and overall direction in support of the Authority’s strategic plan.
  • Direct financial affairs and establish overall financial performance metrics and policies necessary to maintain ready-access to the capital markets in support of the Authority’s strategic plan.
  • Develop and maintain relationship with the Investment Community (Banking and Rating Agencies) to ensure access to capital markets and new ideas on financing techniques current in the marketplace.
  • Responsible for innovations and long-range planning efforts in finance, risk and support areas, and continuous improvement of operational procedures for determining “best practices” to obtain optimum efficiency and effectiveness, reduce costs and mitigate risks across the organization.
  • Maintain awareness of both the external and internal competitive landscape, opportunities for expansion, customers, markets, new industry developments and standards, and so forth.
  • Perform other responsibilities as assigned by the President and CEO.

Knowledge, Skills and Abilities

  • Comprehensive knowledge and strong technical skills in all finance, financial planning and budgeting, accounting, risk management and mathematical areas, with ability to work at the highest conceptual level and with the greatest degree of accuracy.
  • Solid reasoning ability, analytical skills and business acumen, as well as the ability to perceive trends and risks attributable to NYPA's role in a de-regulated market place.
  • Strong leadership qualities and the ability to inspire others.
  • Strong communication skills are essential, with the ability to interpret, develop and deliver complex information, in written and verbal form, to different audience levels.
  • Initiative and independence with ability to identify and focus on critical priorities.
  • Strong decision making and initiative to produce appropriate change.
  • Excellent collaboration across all lines and levels of the organization.

Education, Experience and Certifications

  • Bachelor’s degree in Accounting, Finance, Business Administration, or Economics or a closely related field.
  • Master’s or other advanced professional degree preferred.
  • Fifteen years of progressively responsible financial management experience, including at least seven years in a leadership capacity.
  • Experience in corporate development preferred.
  • Experience in power and/or utility industry a plus.

Physical Requirements

Approximately 10% travel, primarily within NY State
