Summary

The New York Power Authority is making investments in smart grid technology and advanced asset management across its Generation and Transmission infrastructure. This investment is part of NYPA’s Strategic Vision 2014-2020 and is aimed at providing both NYPA and New York State with the most advanced grid in the industry and to ensure that the most modern industry solutions are leveraged to deliver capability in key areas. Improved asset management will increase benefits to customers by providing the State with market leading management of future technologies, management of enterprise wide assets, alignment to cutting edge standards of asset maintenance and replacement, near-real-time access to information and predictive analysis, improved outage management, overall reduced electrical losses, and increased system efficiency.

 

The Integrated Smart Operations Center (iSOC) will be instrumental in delivering improved asset management by coordinating the efficient deployment and operation of intelligent devices, integrating device and asset data with decision support systems, standardizing procedures and enabling an enhanced communications network in a consistent, structured, and safe way. The iSOC will also provide enterprise-wide technology and service management capability for each of NYPA’s operational groups and plays a critical role in identifying, managing, coordinating, and escalating security incidents and events on common devices, infrastructure, networks, and applications where one or more operational groups have an interest. This will support NYPA’s ability to respond rapidly to attacks and threats.

 

The iSOC Data Management Analyst is responsible for setting up and operating the iSOC data management capabilities and services ensuring that asset monitoring data is collected, stored and transformed into information products that can be used in asset analysis. The iSOC will start by establishing Asset Health Monitoring and Diagnostic systems to support improved asset decision making centrally and in regional operations.

Responsibilities

  • Lead the data capture and manage data requirements in support of NYPA’s Asset Health Monitoring and Diagnostic systems
  • Responsible for leading, identifying, capturing, aggregating and standardizing data into information products to implement overall asset performance metrics
  • Support and gather data to enable the monitoring and diagnostic responsibilities across fleet of NYPA assets
  • Create information products to enable the implementation of overall asset performance metrics and make available to systems and users
  • Maintain NYPA’s smart grid data model(s)
  • Create and manage a data catalog to support the models and information products
  • Create and maintain meta data logs to fully describe all incoming and outgoing data
  • Create and maintain transaction logs to ensure that all data transfers are tracked
  • Identify failed and missing data transmissions and take corrective action
  • Responsible for provisioning data storage and managing asset measurement data
  • Responsible for creating and monitoring all extract, transform and load (ETL) activities required in support of NYPA’s Asset Health Monitoring and Diagnostic systems
  • Apply quality controls to all incoming data, identifying and correcting data and transmission errors
  • Oversee the operation of all day-to-day data management activities within the iSOC
  • Support the development of NYPA’s corporate data governance policy
  • Implement NYPA’s data governance as it relates to iSOC data
  • Implement NYPA’s security governance as it relates to iSOC data

Knowledge, Skills and Abilities

  • Exceptional data modeling skills
  • Exceptional knowledge and skills with real-time and batch data transfer including SOA, OS scripts and database scripting
  • Able to process data in multiple formats including XML, JSON, delimited data, SQL extracts
  • Intimate knowledge on data compression, error correction and encryption technologies and methods
  • Able to create and maintain scripting in multiple languages and technologies including Python, PERL, MS, JavaScript, SOA Oracle SQL, MS SQL
  • Able to implement and manage version control systems
  • Demonstrates intimate understanding of data management best practices
  • Strong knowledge of electric utility industry standards, equipment and smart grid data models
  • Substantial knowledge of Maximo, SAP, SQL/ORACLE, Crystal reporting and Microsoft Office, data discovery and data visualization/dashboarding tools.
  • Scripting, Database and ETL experience
  • Experience with Software Development Life Cycle (SDLC), including ETL QA/QC testing methodologies.
  • Responsive to customer requests and needs
  • Understanding of all data oriented ITIL processes
  • Ability to prioritize and plan work with respect to project schedules, and deliver results in a timely manner
  • Excellent planning, organization and presentation skills in order to communicate to all audience levels
  • Excellent analytic and problem solving skills

Education, Experience and Certifications

  • Bachelor of Science Degree in MIS or Computer Science/Engineering (or similar)
  • Minimum of 7 years of data management or software development experience
  • Minimum of 5 years of electric utility industry experience

Physical Requirements

  • Approximately 25% travel primarily within NY State
  • Ability to travel to project sites to coordinate with asset management and technology management teams
