Lead Database Administrator

Summary

Database Administrator is responsible for design, development, and support of enterprise class database systems. To work on the development of standards, methodologies, and guidelines pertaining to database administration including, but not limited to, database design, data management, configuration management, deployment procedures, data integrity, capacity planning, and security. 

Database administrator positions within the Information Technology Group administers the Authority’s traditional RDBMS and Non-relational databases including cloud storage, in-memory, timeseries, graph and other databases in NYPA IT Portfolio. To support existing applications the Database Administrator effectively manages the resolution of application production issues, adheres to all IT change management and incident reporting requirements. Additional support activities that include installing upgrades and patches and, when required, analyze, design, sizing, and implement changes to enhance functionality or to accommodate business process changes. When an application, underlying software or hardware infrastructure has reached the end of its lifecycle the Database administrator is tasked with identifying and implementing replacement solutions to meet business objectives. As technology and the utility business changes so must the solutions implemented to ensure NYPA business needs.

Responsibilities

•Develops and evaluates plans and criteria for a variety of projects and activities. 
•Usually performs as a staff advisor and consultant. 
•Represents the Authority at technical conferences and Authority meetings.
•Provide subject matter expertise on all aspects of database management including Database design, capacity management, security, backup & recovery, disaster recovery, performance tuning and automation.
•Participate in cross-functional meetings with stakeholders to understand application to create quality technology solutions.
•Ensure the performance and reliability of business systems.
•Perform advanced troubleshooting for problems involving software artifacts
•Work with Project management, infrastructure, portfolio teams, and developers in coordinating system wide updates, upgrades and patch management.
•Provide recommendations and coordinate the direction for the implementation of enhancements or changes that may involve custom design, optional software and third-party products to improve the efficiency and effectiveness of the systems.
•Monitor and maintain performance metrics for systems. Recommend and take remedial/preventive actions.
•Perform configuration, change management, and testing activities as required to support DevOps process
•Ensure the vendor solutions meet NYPA's standards and specifications.
•Full technical knowledge of all phases of software implementation, RDBMS and NOSQL databases support

Knowledge, Skills and Abilities

•Substantial technical expertise required.
•Must have both a diversified knowledge of Information Technology and a strong business orientation in order to provide technical leadership.
•Must be able to apply intensive and diversified knowledge of information technology principles and practices, and an understanding of the NYPA’s policies, operations, and objectives, to solve complex business problems via IT enabled solutions, and makes technical decisions on methods and obstacles.
•Responsible for establishing strategy and implementation plan around all types of database systems including cloud and non-relational databases. Highest expertise in at least one database stream.
•Critical thinking skills, ability to accurately analyze information and make sound decisions
•Strong analytical skills with a demonstrated ability to understand and document business data requirements in complete, accurate, extensible, flexible, logical data models
•Must have excellent interpersonal skills and be able to design, implement and communicate standardized DBA processes and best practices.

Education, Experience and Certifications

•Minimum 8 years quality experience including at least 6 years in RDBMS and/or NOSQL development and support environment
•Excellent knowledge of Oracle Database including Database administration.
•Excellent knowledge of and experience in administering Oracle RAC and Oracle Advanced Replication.
•Excellent knowledge of and skilled in PL/SQL programming.
•Strong query performance tuning experience.
•Experience in writing complex queries, creation and maintenance of various objects including procedures, packages, materialized views and data import functions.
•Experience with and knowledge of Oracle application Server, WebLogic.
•Experience in upgrading Oracle databases..
•Any experience with Big Data ecosystems (Hadoop, Cassandra etc.)  preferred.
