The IT Lead Solutions Engineer is responsible for the Solutions selection, Architecture and Engineering to meet business stakeholder needs working with the Enterprise Architecture, Business Process Management, IT Governance, Project Management and Change Management teams to ensure that all business needs, including future-oriented strategic developments, are developed and deployed to ensure maximum returns on investment.

Responsibilities

  • Communicate and coordinate regularly with appropriate staff to maximize the effectiveness and efficiency in productivity.
  • Provide mentoring and guidance to staff members with constructive feedback on overall support efforts, project goals, and individual accomplishments
  • Define Solution Architect process and standards
  • Lead the design of applications or systems and plan out how specific aspects will be integrated cohesively
  • Calibrate and support the Enterprise Architecture, Application Development and Cyber Security teams.
  • Ensure consistency in solution architecture design options by leveraging architecture artifacts and solution building blocks
  • Provide checklist to validate solution design options to ensure solution addresses business requirements
  • Support design and implementation of Big Data solutions & analytics.
  • Participate in the review and selection of hardware and software tools that affect the application development, QA/testing, and production environment.
  • Develop requests for information/quotes/proposals (RFI/RFQ/RFPs), meet with potential vendors, and produce and present feasible solution options and recommendations.
  • Determine appropriate software systems, development schedules, user training, and systems testing.
  • Work with Enterprise Architecture on development and/or enhancements to strategic technology direction and standards, representing and advocating the development teams’ perspective 
  • Advise Project Review Board, Application Programming team and/or IT Advisory Board on project scope changes, schedule adjustments and budgetary impacts 
  • Provide guidance on information management life-cycle and maximize the value of enterprise information architecture across the Agency.
  • Steward of Enterprise Application Lifecycle Management from inception to end of life.
  • Actively drive common standards, best practices and process improvements across the development teams 
  • Lead Enterprise Metadata Architecture and develop data models using standards and guidelines.
     

Knowledge, Skills and Abilities

  • Experience with Project planning including schedules, budgets and deadlines.
  • Demonstrated technical skills in all phases of systems analysis techniques.
  • Broad understanding of IT industry trends and tools as they apply to providing solutions to stated business issues and opportunities. 
  • Ability to identify and implement practical technical solutions within acceptable business value parameters and cost/benefit determinations.
  • Ability to make sound and reasonable decisions in accordance with laws, ordinances, regulations and established procedures
  • Ability to lead team members by providing clear direction, coaching, mentoring, and constructive feedback.
  • Strong managerial, communication and interpersonal relationship skills with the ability to work with various functional groups.
  • Ability to effectively manage and prioritize multiple projects within varying deadlines.
  • Good negotiation skills to reach outcomes that gain the support and acceptance of all parties.
  • Experience with high level programming languages, databases, or application packages, preferred.
  • General knowledge of Electrical Utilities operation
  • Exceptional verbal and written communication skills with the ability to effectively communicate with a diverse group of customers, partners, and colleagues
  • Demonstrated ability to work collaboratively across IT and the enterprise
  • Demonstrated ability to engineer and deliver solutions as a supervisor/ Manager
  • An in-depth understanding and hands-on experience with designing and developing enterprise-class application system architectures and large communications networks
  • Proficiency in engineering On-premise, hybrid cloud and cloud platform application services
  • Knowledge of LAN, SAN, hardware, VMWare, network, telecommunications and other infrastructure/data center environments and platforms, preferred.
  • Experience on architecting and delivering large solutions at enterprise scale.
  • Experience with Disaster Recovery Requirements and Procedures, preferred.
     

Education, Experience and Certifications

  • Bachelor of Science Degree in MIS or Computer Science/Engineering (or similar). An advanced degree is preferred
  • Minimum 10 years of Software development management experience within various IT disciplines
  • Professional experience in architecting/operating solutions built on public cloud platforms with Solution Architecture certification (TOGAF, AWS, Azure, Google etc.,)

Physical Requirements

New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The target salary range for this position is:.$147,000 - $179,500. Salary offered will be determined based the successful candidates’ relevant experience, knowledge, skills, and abilities.
