Licensing Associate

The New York Power Authority (“NYPA”) is spearheading the effort to integrate renewable energy sources, energy storage, and modernization of the electric power grid to meet New York’s aggressive clean energy standards.  The Project Development and Licensing group’s (“PD&L”) primary role is to obtain regulatory approvals and licenses for these electric transmission and generation projects (“Projects”).   PD&L establishes a multi-functional NYPA team that assesses the need for a potential Project, and its technical and financial feasibility. 


Once it is determined that a Project will move forward, PD&L identifies regulatory requirements, prepares licensing and permit applications, and directly negotiates with the regulatory agencies.  After regulatory approval of a Project, PD&L prepares environmental management and construction plans. During construction, PD&L provides support to ensure compliance with regulatory approvals and prepares amendment and change applications.


NYPA is seeking a highly motivated Licensing Associate, to be based at NYPA’s White Plains or Albany headquarters, who wants to help lead the modernization of New York’s electric power grid and can work independently and with multi-discipline groups. The Licensing Associate should have:  general knowledge of the electric utility industry and New York’s  transmission  and generation regulatory requirements; excellent verbal and written communication skills; be adept at compiling, analyzing, and organizing information;  be proficient in preparing documents for regulatory agencies; capable of coordinating with and tracking consultants’ deadlines; and the ability to speak before groups of internal and external stakeholders.

  • Compile and organize information and prepare written drafts of documents to assist in the development, evaluation, and licensing of new transmission and generation projects, including responses to regulatory inquiries. 
  • Assist all members of the team in coordinating the work of outside consultants (e.g., tracking work tasks schedules, deadlines & milestones), and internal New York Power Authority (NYPA) working groups to ensure timely preparation of acceptable licensing and permitting application materials and compliance with licensing and permit conditions.
  • Assist in the coordination of transmission and generation projects with other NYPA departments.
  • Work with guidance from Licensing Specialists and Licensing Managers.
Knowledge, Skills and Abilities
  • Excellent organizational, verbal, and written communication skills for preparation of written documents and oral presentations.
  • General knowledge of the New York Power Authority, the utility industry, transmission lines, power production and plant operations.
  • Familiarity with regulatory and statutory requirements associated with project siting.
  • Effective problem-solving skills.
  • Ability to research and verify accuracy of data; analyze data, draw inferences, and make recommendations.
  • Ability to manage daily work priorities, plan assignments, and organize work with limited guidance.
  • Ability to communincate clearly and interact with all members/levels of the company.
  • Proficiency in Microsoft Office Suite.
  • Proficiency in document editing, formatting, and overall compilation of documents.
  • Working knowledge of Geographic Information Systems (GIS) applications a plus.
Education, Experience and Certifications
  • Bachelor’s degree in Engineering, Environmental Studies/Sciences, Planning, or Natural Resource Management.
  • Minimum 2 years of related experience in one of the above disciplines.
Physical Requirements
  • Expectation of at least 10% travel to various NYPA sites
