Manager, Environmental Health & Safety - Project Construction Oversight

Summary

Manager will lead EHS compliance across all NYPA Contractor construction and maintenance projects across NY City and State. This role is responsible for ensuring that contractors and subcontractors conduct activities in compliance with all OSHA, EPA, NYPA regulations and requirements. Manages a remote workforce that provides coverage across all lines of business (electric generation, transmission, canals, etc) throughout NY City and State. This is a working managers position with the expectation of 50-75% field presence.

Responsibilities

  • Provides corporate direction for all matters related to the protection of the environment programs at Authority operating projects and other programs as implemented by other Business Units, to create environmental value for the Authority and our customers, support regulatory excellence and to provide support to leadership on all issues 
  • Perform and provide expertise in analysis of Authority owned and operated assets, and projects. 
  • Participate and fully comprehend O&M budget responsibility, capital expenditures and long term planning.
  • Responsible for committing the Authority to action through the acquisition of permits and authorizations, and certifying to government agencies and the public that the Authority meets all applicable regulations.
  • Responsible for the application of scientific principles to complex environmental and public policy issues and resolution of issues associated with regulatory mandates applicable to the Authority’s diverse fleet of facilities. 
  • Execute all necessary steps to ensure that the Authority meets its Commitment to the Environment.
  • Supervise NYPA personnel in the implementation and management of sustainability initiatives involving energy management. 
  • Ensure that management and staff in other departments remain aware of changing and challenging regulatory issues and that all programs, policies and procedures are current and reflective of the regulatory environment.
  • Remain cognizant of statutory and regulatory developments on the state and federal and local level and their potential consequences for Authority business strategies.
  • Responsible for budgetary items involving the contracts with consultants to perform emerging projects.
  • Establish working relationship with Site environmental staff and provide assistance and or resources as required to assist the projects in areas related to environmental compliance. 

Knowledge, Skills and Abilities

  • Strong project management/planning skills are vital.  Must be able to coordinate the environmental attributes activities of all persons involved in projects to ensure on-time products that meet goals.
  • Strong written and verbal communication skills with ability to adapt style to the demands of the audience are required.
  • Substantial knowledge of data management and analysis. Proficiency with Microsoft Office Suite and ability to utilize software for EH&S compliance tracking and management
  • Capability to manage contractual matters and consultant work efforts. 
  • Substantial knowledge of intersecting disciplines
  • Ability to write concise analyses of alternatives, present the results of deliberation in a concise fashion, and develop consensus within a group of varying disciplines.
  • Must be able to collaborate with other Authority business units on initiative efforts.  Must be capable of integrating complex interactions among legal, regulatory, operational, engineering and ecological facets of specific issues.  Must be able to shape consensus at senior levels among divergent interests to promote Authority interests.
  • Aptitude to present Authority EH&S posture in a public forum.  Substantial knowledge of intersecting disciplines; can represent the Authority in industry-wide gatherings, government-sponsored scientific panels and legislative hearings.  
  • Ability to anticipate problems stemming from regulatory advances and incoming data streams, and to formulate appropriate corporate responses. Ability to respond in a timely manner to emergent issues and changing regulatory conditions
  • Knowledge of underlying principles in SEQRA assessments and ACOE permitting.
  • Familiar with specific scientific methods, regulatory and/or ecological principles associated with sustainability planning on an advanced level.
  • Must be able to communicate complex technical and regulatory issues to technical staff at operating facilities.
  • Must be able to review work of others, coordinate diverse disciplines, plan individual work efforts to achieve significant project results.  
  • Responsible for management and development of team of SMEs through cross-training, coaching, and performance management
     

Education, Experience and Certifications

  • Bachelor's degree in related environmental science/engineering field.
  • Masters Degree in Environmental Sciences/Engineering or related field preferred
  • Management training, either in course work or by certificate, required.
  • 5 or more years of  directly related experience in environmental matters..
  • Experience as a team or project lead

Physical Requirements

  • Up to 25% travel throughout New York State on an occasional basis. 
  • Ability to travel across the United States on occation 
  • Ability to tour Authority power plants. 
  • Valid Drivers License

The New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The estimated salary range for this position is: $138,000 - $190,300. The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
