Manager Transmission Revenue Requirement & Pricing Analysis

This Manager, Transmission Revenue Requirement & Pricing Analysis supports the State’s CLCPA and NYPA’s Vision2030 goals and is critical to NYPA’s fiscal future. This role is responsible for executing of NYPA’s annual Transmission Revenue Requirement processes and applicable pricing analyses. Additionally, this role is responsible for the preparation of NYPA’s FERC regulated formulaic rate based annual transmission revenue requirement and assisting in the cost recovery mechanisms for any new and upcoming transmission investments.


The Manager will provide hands-on leadership to the analysts of the team and represent the group in cross-functional internal and external groups and meeting. This role will also provide financial analysis to support senior management’s transmission investment decision making. 


  • Oversee staff and manage the Annual Transmission Revenue Requirement (“ATRR”) processes. 
  • Lead staff through managing complex annual transmission revenue requirement setting process, to ensure NYPA’s compliance with transmission protocols within NYISO tariff provisions and FERC regulations.
  • Ensure that NYPA’s ATRR update contains accurate and defendable information and is filed timely.
  • Ensure the timely and accurate calculation of the monthly NYPA Transmission Adjustment Charge (“NTAC”).
  • Spearhead any ad hoc financial analysis necessary to support NYPA’s fiscal direction as they relate to transmission assets.
  • Responsible for maintenance and update of procedure manuals concerning the development of the ATRR and monthly NTAC charge. 
  • Provide focused coaching and development to staff, assist others in achievement of NYPA’s goals and foster an environment of cooperation.

Knowledge, Skills and Abilities

  • Thorough understanding of NYISO and utility tariffs, transmission service, wholesale and retail electric rate development, utility finance, NYPSC, FERC and ISO practices. 
  • Ability to demonstrate superior knowledge of analytical methodologies and skills for pricing and billing of electricity, and implications of NYISO rules and procedures on NYPA prices and its customers. 
  • Strong verbal and written communication skills are required. Credible communicator to customers and other external and internal stakeholders. Credible communicator to analytical staff and internal stakeholders to effectively lead NYPA’s financial interests. 
  • Excellent organizational skills. Ability to handle significant workload and fast paced environment with multiple projects, timelines and due dates is required.
  • Self-motivated and with the capability of independent decision-making and able to take in information, make decisions and provide guidance and feedback to others regarding next steps.
  • Ability to manage staff and ensure that work assignments are completed accurately and on a timely basis. Expedite higher priority work assignments while achieving a high level of quality assurance. 

Education, Experience and Certifications

  • Bachelor’s degree required, Finance, Accounting, Economics, Business, Mathematics, Engineering, or related discipline preferred. 
  • An advanced degree in Finance or Accounting is preferred.
  • Minimum of 8 years of broad experience in Finance, Accounting, Regulatory Rate Making, Risk Management, Utility Operations, or relative financial role.
  • Minimum of 3 years of management, supervisory, or experience leading a team is required.
