Payroll Assistant Manager

Summary

The Payroll Assistant Manager will utilize their knowledge of payroll laws to administer the payment and reporting of wages, including taxes and other deductions, maintenance of time & attendance records, and paid time off balances in accordance with organizational policies, collective bargaining agreements and governmental regulations. They will process changes to employee master records in ADP, calculate special payments, reconcile payroll registers, process 3rd party payments, and distribute various reports and checks to both employees and sites.

 

Experience with complex, large payroll processing environments and ADP is required, SAP experience is preferred. Windows and MS Office capability is required.

 

The Payroll Assistant Manager should have excellent communication skills, strong leadership capabilities, and technical acumen to support large scale technology implementation and integrations.

Responsibilities

  • Coordinate NYPA and Canal payroll processing input for both headquarters and sites. 
  • Troubleshoot issues and provide guidance as necessary, verify payroll control processes are accurate.  
  • Oversee and coordinate correction of errors, monitor  compliance with legal and NYPA and Canals policies and ensure deadlines are met.
  • Oversee and maintain payroll systems and update for legal, NYPA, Canals and union contract changes including payroll, time & attendance, internal databases.
  • Research alternative payroll processing methods for improved efficiency.
  • Provide support to HR when payroll-related policies are implemented or changed.
  • Investigate payroll account for un-cashed checks.
  • Reimburse time based on worker’s compensation checks, reduce YTD earnings and refund taxes accordingly.

Knowledge, Skills and Abilities

  • Strong knowledge of payroll processing procedures & applicable tax laws.
  • Strong knowledge of Microsoft Excel.
  • Specialized knowledge of SAP preferred.
  • Specialized knowledge of Federal, NY State and local employment laws (401(k), IRA Cafeteria plans, etc.) and discrimination testing.
  • Familiar with best practices in payroll profession and demonstrated ability to implement practices in daily payroll processing routine.
  • Strong verbal and written communication skills.
  • Ability to effectively manage and prioritize multiple projects within varying deadlines.
  • Strong managerial, communication and interpersonal relationship skills with the ability to work with various functional groups.

Education, Experience and Certifications

  • Bachelor’s degree in accounting or related field required.
  • Minimum 4 years of experience in automated payroll processing for large, multi-site, multi-union organization. 
  • Payroll supervisory or team-lead experience preferred.
  • Payroll professional certification or equivalent preferred.

Physical Requirements

The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
