Project Estimating Engineer I

The Project Estimating Engineer I develops and coordinates in-house estimates and provides adequate and thorough review and analysis of estimates prepared by Architect Engineers/Construction Managers for establishing project budgets.


This role reviews project scopes of work and design drawings to prepare estimates as it relates to mechanical projects within the utility industry.


  • Prepare and support detailed estimates incorporating all risks, markups, assumptions, etc. for generation, transmission and infrastructure work based on designed jobs.
  • Support development of multi-discipline engineering estimates.
  • Coordinate and oversee project estimate deliverables with external estimators and ensure estimates are completed within deadlines.
  • Review work proposals or change orders from contractors and supporting documentation for additional costs are provided.
  • Analyze and evaluate variances between fair cost estimates and bids or proposals received from external contractors.
  • Conduct field visits to review and assess site conditions to prepare estimates involving new construction, construction contract changes, or retrofit projects.
  • Develop estimates with appropriate work breakdown structure.

Knowledge, Skills and Abilities

  • Ability to create project cash flows to establish the overall project budget.
  • Strong verbal and written communication skills necessary for developing technical reports, estimate analyses, debriefs, bid reviews and lessons learned.
  • Excellent organizational and project coordination skills with exceptional follow through and attention to detail.
  • Ability to effectively manage and prioritize multiple projects within varying competing deadlines.
  • Problem-solving skills with the ability to identify, quantify and utilize information to make recommendations that support business choices.
  • Proficient in estimating software (Sage Estimating, preferred), Word, PowerPoint, and creating Excel pivot tables, v-lookups, and various charting functions, etc.

Education, Experience and Certifications

  • Bachelor of Science degree in engineering required.
  • Minimum 5 years of estimating experience in construction.
  • Experience with power plants and power transmission, preferred.

Physical Requirements

  • Up to 10% travel primarily within NY State.
