Project Estimating Engineer

Summary
Leads research, design, and development activities to improve NYPA’s energy services. Designs, constructs, and tests equipment. Ensures that standards of quality, cost, safety, reliability, timeliness, and performance are met throughout all engineering activities.
Identifies factors affecting costs, such as production time, materials, labor, and project risks. Collects and analyzes data to assess the time, money, materials, and labor required to manufacture a product, construct a building, or provide a service. Calculates, analyzes, and adjusts various estimates throughout the project lifecycle for use in creating budgets, business plans and short / long range plans. Develops construction costs for projects to validate bid results. Creates cashflows for estimated projects, Monte Carlo analysis and value engineering. #LI-AH1
Responsibilities
- Schedule site visits to assess site conditions and project specific constraints to develop detailed estimates
- Develop work breakdown structure of approved Control estimates utilized for CEAR preparation
- Lead multi discipline estimates based on designed projects for major capital construction and plant maintenance / modification projects.
- Review A/E estimates for accuracy and compliance with scope and design basis
- Perform cost analysis studies in lieu of market conditions affecting construction estimates
- Actively participate in on-going value engineering studies
- Analyze historical cost data
- Conduct constructability reviews
- Institute and monitor NYPA standards of estimating and project governance.
- Provide support for additional functions related to value engineering.
Knowledge, Skills and Abilities
- Competency in the knowledge of design, operation and maintenance of electrical, mechanical, structural, water systems specific to the electric utility industry as they relate to estimating.
- Working knowledge of applicable codes, standards, and regulations.
- Strong verbal and written communication skills.
- Collaborative and team-oriented with ability to build relationships with vendors and stakeholders.
- Ability to coordinate the technical and commercial aspects of projects.
- Competent in the use of Microsoft Office applications.
- Mentoring and coaching abilities
- Ability to create project cash flows to establish the overall project budget.
- Strong verbal and written communication skills necessary for developing technical reports, estimate analyses, debriefs, bid reviews and lessons learned.
- Excellent organizational and project coordination skills with exceptional follow through and attention to detail.
- Ability to effectively manage and prioritize multiple projects within varying competing deadlines.
- Problem-solving skills with the ability to identify, quantify and utilize information to make recommendations that support business choices.
- Proficient in estimating software (Sage Estimating, preferred).
Education, Experience and Certifications
- Bachelor of Science Degree in [Electrical, Mechanical, Civil] Engineering, or equivalent, from an accredited college or university.
- Minimum of 4 years of related work experience.
Physical Requirements
- Approximately 15% travel primarily within NY State
- Ability to travel to NYPA facilities to support construction activities and to monitor equipment installations and commissioning for length of time needed.

The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
