Project and Program Controls Analyst

Summary

Accountable for the daily management and coordination of NYPA’s overall operations, including overseeing, monitoring, and evaluating the operational performance; directing the preparation of operating budgets and proposals for capital expenditure and investments in infrastructure, technology, equipment, systems, or other assets and resources; analyzing and approving operational investments that best meet the organization's business needs.

Program Controls is responsible for the direction and integration of project and program governance across NYPA’s Operations Business Unit, including Capital and Maintenance programs. Supports the organization’s approach to full life cycle project delivery, ensuring strategic alignment with organizational objectives and the efficient, consistent, and successful delivery of all work programs. It oversees the effective application of project and program controls across scheduling, cost management and work estimation teams. These responsibilities include working with other business functions and delivery teams in providing planning and performance information that facilitate successful project outcomes as well as overseeing the portfolio of vendor and customer contracts for all of Operations, bringing consistent and appropriate contracting mechanisms and coordinated integration of best practices.

Responsibilities

  • Collect data and prepare program status analysis and reporting. Monitor progress to ensure that the milestones are being met.
  • Assists the program stakeholders with resources and guidance for documentation, training, and best practices. 
  • Coordinate efforts to ensure the success of programs assigned and optimize program resources. 
  • Support daily management throughout the life cycle of the program.
  • Support stakeholders and senior roles in planning and developing of programs and projects.
  • Assist with maintaining controls, processes, procedures, reporting, etc. to manage the programs.
  • Prepare and distribute, as needed, ad hoc reports related to project or portfolio data. 
  • Provide financial analysis and data to various areas of the organization to assist in decision-making.

Knowledge, Skills and Abilities

  • Ability to deliver engaging, informative, well-organized presentations.
  • Written and verbal communication skills, and an ability to learn new systems and technologies.
  • Ability to maintain awareness of new and emerging technologies relevant to program needs. 
  • Knowledge of project and program management methodologies.
  • Ability to develop an understanding of the business and strategic goals.
  • Able to work with all levels of management internal and external.

Education, Experience and Certifications

  • Bachelors degree required
  • Minimum 3 year experience in Project and/or Program Management

Physical Requirements

Up to 25% travel primarily within NY State

The estimated salary range for this position is: $74,340.00 - $102,220.00.  The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
