Regional Real Estate Administrator

Summary

The White Plains Office based Regional Real Estate Administrator ensures that all real property rights are protected, acquires additional land rights, acquires danger tree cutting rights and settles all landowner-related claims arising from NYPA’s activities. This position supports real property aspects of the individual NYPA generation plants (including 500MW at Poletti, In-City small gas plants, Holtsville) and transmission facilities (including Marcy-South - in Dutchess County, Sound Cable transmission facilities, HTP).

This position supports  and maintains stakeholder relationships with nearly all NYPA departments, landowners affected by NYPA’s transmission and operation, several levels of governmental entities, and private developers.  The Regional Real Estate Administrator also provides experienced real estate-related services to any new NYPA projects to be located in the region, inclusive of site reconnaissance and assessment, valuation and negotiation. 

Responsibilities

  • Fostering and maintaining positive landowner relationships for NYPA facilities primarily in the following counties: Dutchess, Westchester, Suffolk, Nassau, the Bronx, Brooklyn, Queens, and Staten Island.
  • Lead role in all permit processes associated with NYPA fee and Easement areas.
  • Resolution of all landowner complaints, requests, and damages.
  • Support all real property issues, as needed, for Canal Corporation.
  • Support all new project initiatives.
  • Serve as Real Estate liaison and administrator to internal stakeholders including:  Transmission, Operations, Legal, Environmental, Engineering, Operations, Project Management, Risk, Licensing and Governmental Affairs, as well as external stakeholders including utility companies, municipality zoning and planning departments.
  •  Update GIS as landowners change or properties change hands or subdivisions occur.
  • Generate all communications to landowners and stakeholders as they pertain to vegetation management or other transmission activities.
  • Attend all necessary town planning and zoning public meetings when NYPA’s transmission rights of way are involved.
  • Represent Real Estate Division at all appropriate meeting in and around the White Plains Office.

Knowledge, Skills and Abilities

  • Ability to operate and manage Real Estate activities independently, and exercise good judgment.
  • Strong conflict resolution skills.
  • Superior negotiation skills.
  • Thorough knowledge of Real Estate requirements of the North American Electric Reliability Corporation (NERC) as these requirements relate to NYPA’s vegetation management plan, Federal Energy Regulatory Commission (FERC), the Eminent Domain Procedure Law (EDPL) and NYS Regulations as they pertain to NYPA Real Property assets.
  • Ability to establish working relationships with counterparts at other utility companies and government offices.
  • Strong working knowledge of Geographic Information System (GIS).
  • Ability to effectively communicate clearly and persuasively.
  • Ability to manage all responsibilities independently whether negotiating for real property rights, protecting rights previously acquired or coordinating activities associated with maintaining transmission lines, or exercising rights to operate, maintain, repair, rebuild power projects, etc.
  • Ability to make presentations in support of Authority real estate programs

Education, Experience and Certifications

  • Bachelor’s Degree in Business, Real Estate Administration or a related field or a minimum of 10 years of utility real property experience.
  • Educational background and experience utilizing Geographic Information Systems (GIS), including creation of Shape files, attributes and working maps, preferred.
  • Experience in title searches, reading and understanding deeds and easements preferred.
  • Experience in resolving real property claims and processing necessary paperwork preferred.

Physical Requirements

  • Valid driver’s license
  • Willingness to travel up to 75% of the time, including some overnight stays.
