Renewables System Planning Engineering Manager

Summary

Leading renewables system planning including, but not limited to, evaluating site layouts, site capacity and nearby transmission networks to identify suitable interconnection points and viable projects, performing planning analysis scan for major systems-related risks, preparing and facilitating the projects that were chosen for further evaluation for the NYISO Interconnection process, coordinating with internal and external stakeholders, and overseeing consultant(s)’ work. Performing technical due diligence in support of the planning and development of NYPA renewables projects and the NYPA Renewables Strategic Plan. Conducting research, planning, and development activities to improve NYPA’s energy systems in alignment with NYPA’s VISION2030 Renewed goals. Support reliability modeling and studies, compliance, and interconnection projects when needed. #LI-VB1

Responsibilities

  • Provide technical leadership on state of the art engineering and analytical techniques.
  • Develop scopes of work for new transmission facilities, application of new technologies on the bulk power transmission system, and/or generation interconnection.
  • For long term Transmission Planning projects, conduct System Impact Studies (SIS) to conform with NYISO rules for the connection of major projects to the NYCA bulk power transmission system.
  • Prepare detailed technical reports documenting study work conducted, problems and recommendations for internal management as well as for external entities, such as regulatory bodies.
  • Perform highly detailed Power flow, Voltage and Transient Stability studies.
  • Give internal and external presentations that are logical, technically sound, smooth and influential. May be called upon to give expert testimony on behalf of the Authority and/or chair an external task force.
  • Represent the Authority on Regional and State Reliability Council's working group task forces and subcommittees.
  • Participate in regional and inter-regional committees / groups to ensure NYPA interests are represented and promoted. Perform, review and coordinate inter-utility analyses. Provide Technical support to NYPA's customers including Coops and Municipalities.
  • Train  team members and provide guidance; may be required to act as team leader on large project/assignments to assist the Manager with day to day overview of the technical aspects of a major project.
  • May coordinate the activities of other engineers and project support personnel by creating project schedules and work scopes.
  • Knowledgeable on all System Planning related NYISO/NPCC/NERC compliance requirements and provides direction to System Planning staff on compliance issues.

 

Knowledge, Skills and Abilities

  • Ability to develop and/or review complex engineering specs and perform intricate system studies including the integration of NYPA's system with other transmission systems statewide as well as out of state and Canada.  Must have substantial knowledge of related disciplines and understand the effects on the Authority and its customers.
  • Expert level knowledge of the PTI PSS/e Load Flow, Voltage and Stability programs and PowerGem’s TARA program.
  • Must be aware of changes and advancements in the industry and develop industry-wide expertise.
  • Must understand how NYPA interacts with outside organizations, including other transmission owners and regulatory agencies as well as with our own customers.
  • Ability to think "outside the box" and investigate what is not intuitive and develop solutions to non-routine problems. Requires the ability to assess all System Planning technical problems and provide timely and accurate recommendations/solutions.
  • Capable of planning and managing long-term projects, requiring strong project management skills.
  • Strong negotiating skills and persuasiveness in defending NYPA's interests and that of the group. Guidance and motivation should be provided to junior staff.
  • Ability to identify problems and propose solutions, as well as, efficiency improvements as they arise, without waiting for direction.
  • Familiar with NYPA's budgets, costs, rate structures and policies as they relate to transmission issues.
  • Effective written communication skills required to write clear, concise technical reports and papers.

Education, Experience and Certifications

  • Bachelor of Science in Electrical & Computer Engineering
  • Masters of Science in Electrical & Computer Engineering preferred.
  • Minimum of  ten (10) years of applicable experience or an equivalent combination of education and experience.  
  • New York State P.E License or P.E License from another state with New York State endorsement within 12 months of start date preferred.
  • NY State Professional Engineer license.
  • Experience in steady state, short circuit and dynamic modelling of inverter-based resources, and composite load models is preferred. 

Physical Requirements

  • Ability to sit for prolonged periods of time, use a keyboard and enter data, view monitors for prolonged periods of time;
  • Ability to travel by auto, train, airplane to other destinations to attend meetings.

The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
