Senior Benefits Specialist

As part of a team of professionals reporting into a Benefits Manager, this role assists in managing, interpreting and communicating health and welfare benefits plans and policies to employees and retirees.  The position also responds to and resolves employee and retiree benefits questions and issues. The role also functions as liaison between benefits providers and NYPA and the Canal Corporation. #LI-CJ1


  • Participate in the development, implementation, and administration of benefits programs for management and union employees and retirees. 
  • Function as plan administrator for assigned benefits programs and ensure benefits vendors and third-party administrators (TPAs) are administering programs properly and according to contract.
  • Develop and propose improvements to programs, policies and procedures to improve the effectiveness of benefit offerings. 
  • Take a lead role in NYPA’s annual benefits open enrollment for management and union groups. 
  • Assist in compiling annual benefits costs for benefits cost budgeting, analysis, and union negotiations. 
  • Assist with the administration of the retirement savings plans. 
  • Assist in the RFP process, and the evaluation of bids. 
  • Assist team with managing annual open enrollment, using a web-based employee self-service SAP tool. Maintain comparison chart of benefit programs for all groups. 
  • Work with internal resources in the Human Resources, Law, Accounting, Payroll, Communications and IT departments to ensure delivery of quality services to employees and plan compliance. 
  • Stay abreast of applicable benefits legal requirements and related tax regulations to ensure compliance. 
  • Conduct employee meetings and conference calls as needed to educate employees and communicate details about programs and plans. 
  • Complete special projects and other duties as assigned. 
  • Assist with vendor management and develop strong working relationships with key vendors and consultants.

Knowledge, Skills and Abilities

  • Knowledge and experience administering and designing benefits programs
  • Technical knowledge of applicable federal and state laws and regulations pertaining to benefits, including HIPAA, COBRA, FMLA, ERISA, PPACA, CARES Act etc. 
  • Excellent oral communication and presentation skills. 
  • Excellent written communications skills. 
  • Strong analytical skills and attention to detail. 
  • Strong negotiation skills. 
  • Possess strong organizational and time management skills. 
  • Demonstrate knowledge of the latest industry-wide HR standards and practices. 
  • Expertise in Microsoft Office Word, Excel and PowerPoint.
  • Ability to observe confidentiality. 
  • Ability to work within a team environment. 
  • Demonstrated experience in preparing benefit related communications (presentations/FAQs/alerts/information brochures) for employee and retirees. 
  • A commitment to excellence in responding to and resolving employee and retiree benefit inquiries and issues.
  • Familiar with union contracts. 
  • Knowledge of HRIS systems, SAP 
  • Experience of working with a retiree population (preferred)

Education, Experience and Certifications

  • Bachelor’s Degree in related field. 
  • CBP preferred. 
  • Minimum seven (7) years of directly applicable benefits experience, including, design, administration and claims resolution. Familiarity with compliance and design preferred. 
  • Union experience preferred.  
  • Utility industry experience preferred. 

Physical Requirements

  • Some travel required primarily within NY State, less than 5%.
  • Ability to sit at a desk and use a computer and telephone. 
  • Ability to occasionally lift up to 20 lbs and assist in setting up for events/programs. 
  • Occasional ability to attend meetings/events outside of normal business hours.
