Senior Construction Engineer II

Summary

Construction Engineers:  Coordinates, inspects, and controls the work of construction contractors assigned to perform energy services contract work at Customer facilities.  Ensures that quality workmanship is maintained at all times and in accordance with applicable construction procedures, methods, codes and specifications.  Projects will include electrical, civil, mechanical, instrumentation & control engineering disciplines.

Manager of Construction:   Manages the construction engineering staff to ensure that energy services construction work at Customer facilities are assigned and executed in accordance with project schedule, authorized budget, and in conformance with the approved engineering design, contract documents, and all codes and standards; as applicable. #LI-CJ1

Responsibilities

  • Perform detailed inspection and evaluation of various equipment and systems from the perspective of a design engineer for proper installation, problem identification and trouble-shooting or improvement.
  • This is a leadership position directly supervising 6 to 8 on-site NYPA or contract Construction Engineers and Project Management construction personnel
  • Directs the activities of site field office personnel to verify contractor performance to comply with contract and design specifications.
  • Evaluate technical proposals & functional designs and provide failure analysis as needed for various disciplines, and provide recommendations based on sound engineering principles to NYPA Engineering for review.
  • Evaluate construction cost estimates.
  • Responsible for completion of tasks on schedule, and that work is planned, executed and checked in a cost-effective manner
  • Directs and is responsible for all on-site construction activities, consisting of large and multi-faceted energy services projects.
  • Ensure that all efforts are in accordance with applicable codes and licensing guidelines.
  • Responsible for the installation, repair, rehabilitation, and return to service of customer facilities and equipment.
  • Responsible for site budget administration. Work with Project Managers and IC Engineers in preparing project budgets.
  • Act as the liaison between NYPA Project staff and Customer facility staff in the provision of principal on site construction expertise. Also provide technical guidance in on-site O&M and startup activities when necessary.
  • Manage field changes with Change Order and Engineering procedures.
  • Review construction drawings, specifications and related documents for constructability, milestone schedules and deliverables of major equipment.  Makes comments and recommendations for construction logistics including site layout, temporary structures / accommodations and project accessibility.
  • Anticipate field construction constraints and initiates corrective actions. 
  • Advance organization goals by demonstrated ability to rise above circumstances to achieve objectives.
  • Recommend improvements for increased field productivity and provides support to field personnel on construction problems relative to contract document interpretation, labor relations, cost and scheduling and general construction items.
  • Interface with Construction and Project Engineers and provides guidance and direction in solving field erecting/construction problems.
  • Assist in resolving claims by contractors.
  • Direct preparation of reports and project summaries of status for Headquarters.
  • Supervise the activities of all construction personnel including job assignments, direct the creation of project schedules and manage related employee performance issues.
  • Assist the Project manager in various tasks (budgets, long range planning, scheduling, and vendor negotiations) and may fully act in the Project Manager’s absence.
  • Liaison between the Project Management division and the operating facility, and between Headquarters and on-site staff.  As the Project Management division’s chief on site spokesperson; maintain harmonious liaison with the operating facilities, clients, local government agencies, community groups, and other organizations. 
  • Supervise all site construction personnel. Establish and monitor performance goals for site construction, ensure adherence to procedures, provide coaching and discipline of personnel.  Identify and recommend solutions to modify staff to meet NYPA needs
  • Hold clearance under CPP-1.

Knowledge, Skills and Abilities

  • Solid quantitative skills founded on fundamental and/or advanced engineering principles and theory to analyze data and report results.
  • Substantial knowledge of engineering disciplines, be able to consider the contractual, legal and financial implications of project related decisions and understand the effects on NYPA and its’ customers. 
  • Technical & theoretical knowledge on state-of-the-art construction techniques, project management, contract administration, and engineering. 
  • Expert knowledge of and extensive familiarity of current codes, standards and regulations
  • Demonstrated expertise in the analysis, design configuration and integration of power system components as related to commercial and insustrial facilities.
  • Ability to act as a role model and provide guidance to junior engineers 
  • Excellent interpersonal skills & strong negotiation skills.
  • Ability to manage multiple, diverse, and complex projects. 
  • Must be aware of changes and advancements in the industry, and develop industry-wide expertise.  Requires ability to assess perspectives across engineering disciplines, plant operations, and maintenance. 
  • Familiar with NYPA’s budgets, costs, operations, procedures, and policies.
  • Excellent interpersonal skills required.  Ability to give both internal and external presentations that are logical, smooth and influential and expert testimony on behalf of the Authority. 
  • Strong negotiating skills are critical. 
  • Written communications required include: internal and external correspondence and progress reports.  Reports should be of high quality, ready for final submission, and appropriate for the intended audience. Activity in the area of public speaking is desirable.
  • Focus on meeting goals and obtaining results required.  Ability to anticipate situations and field construction constraints and initiate corrective action including situations that may be associated with the Authority’s generation and transmission equipment not directly relating to construction. 
  • Strong ability to investigate what is not intuitive and to develop solutions to non-routine problems.
  • Must be able to work independently and handle multiple projects from start to finish, with only critical decisions being brought to the Project Manager.
  • Strong project management and organizational skills are required.
  • Strong technical leadership in the area of construction, project management and operation of an electric utility.
  • Ability to work independently with minimal supervision at remote locations.

Education, Experience and Certifications

  • Bachelor of Science Degree in Civil, Mechanical, or Electrical Engineering from a school accredited by the Accreditation Board for Engineering and Technology (ABET) is required.
  • Master of Science Degree in Civil, Mechanical, or Electrical Engineering from a school accredited by the ABET is desirable.
  • Minimum of 15 years of engineering experience.
  • New York State PE License and CEM certification are preferred.
  • Minimum of 12-years’ experience managing contractual, legal, and financial aspects of multiple, diverse and complex projects
  • Inspection experience associated with Civil, Mechanical, Electrical, and Instrumentation & Control projects.
  • Project Management Professional certification or demonstrated equivalent experience.

Physical Requirements

  • Daily inspection of work areas throughout facility
  • Some travel within New York State may be required
  • Willingness to enter confined spaces and climb/scale certain equipment is required.

New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The target salary range for this position is: $147,000-$179,500. Salary offered will be determined based the successful candidates’ relevant experience, knowledge, skills, and abilities.
