Senior Hydrologist II

Summary

The Senior Hydrologist provides technical support to NYPA Engineering Services in the planning, phasing and implementation of design and construction work. This may include but not be limited to review of hydraulic/hydrologic studies, calculations, plans, specifications, input on operations, coordination of work sequencing and other assistance as requested.
 

Responsibilities
  • Provide hydro flow and energy generation forecasts for the Niagara and St. Lawrence projects for use by Financial planning and ERM departments and provides technical support to the Utility Operations, ECC, operating projects, Canal Corporation and other internal and external stakeholders.
  • Implement best practices processes and tools in flow forecasting and water management
  • Represent NYPA interests regarding public policy as to water management
  • Develop and maintain hydraulic and hydrologic software modeling programs for Niagara, STL, BG, Jarvis and other projects as needed.
  • Provide support for the Niagara Optimization Program which is used by the Energy Control Center control room operators and by the traders in generation resource management
  • Evaluate and implement enhancements to the hydro model to improve accuracy of water and energy production forecasts, Niagara water transfers and the risk for low Niagara generation
  • Develop probabilistic monthly long range hydro flow,  resulting generation, and load forecasts for the Niagara and Saint Lawrence projects, including aniticipated shortfall
  • Develop hydro shortfall forecasts and interruptible customer forecasts for use by the Marketing department
  • Present hydro forecasts and shortfalls to NYPA’s customers, executive management and to Marketing and Economic Development
  • Collaborate with data sharing with iSOC, including forecasts, NYS Mesonet and Emergency Management
  • Collect, store, maintain and evaluate data from monthly precipitation anomalies and Great Lakes basin supply and water levels
  • Manage on a biweekly basis the Hinckley reservoir discharges and resulting water release at the Jarvis small hydro facility
  • Represent NYPA interests before the International Joint Commission (IJC) for the Great lakes and water regulating plans on NYPA’s hydro generation
  • Represent the Authority as to water management at Niagara with Ontario Power Generation and in the classifications and uses of water transfer and their effects on Niagara’s operations
  • Represent the Authority to the NY Attorney General’s office with advice on the Chicago diversion project
  • Provide technical support to the Canal Corporation
  • Provide input and data to the NYS DEC as to water consumption and its reporting
  • Participate in research on the lake Erie/Niagara river hydrodynamic model development being undertaken by the Great Lakes Environmental Research Laboratory (GLERL) and with the National Oceanic Atmospheric Agency (NOAA)
  • Ensure compliance with River Control (a joint works OPG/NYPA funded entity to ensure compliance with IJC water agreements), as to the Grass Island Pool for Niagara and Ice Management
  • Represent the Authority in NYS Emergency Action Plan’s and table-top exercises for Niagara, STL, BG and Jarvis, Crescent and Vischer Ferry and work with the State Emergency Management Office (SEMO)
  • Conduct hydrologic studies as needed to support relicensing efforts
  • Represent the Authority before outside agencies including the IJC, GLERL, NWS, NERFC and  SEMO
Knowledge, Skills and Abilities
  • Detailed knowledge of hydro-electricity, at both run-of-the-river and pumped storage generation level.
  • Ability to act as the subject matter expert on factors affecting all things hydro.
  • Ability to understand hydrologic/hydraulic concepts and apply advanced mathematical techniques to devise solutions to hydro operating proposals.
  • Organized, self-motivated, strong analytic skills
  • Extensive knowledge in hydrology and hydroelectric modeling.
  • Strong mathematical background in probability, statistics, numerical analysis and analysis of variance
  • Proficient in Microsoft Office, particularly Excel and Solver; and Database programming and querying using SQL, MS Access, VBA, SAS and Oracle.
  • Ability to formulate presentations and effectively communicate technical methods and results to large groups of stakeholders.
  • Detailed experience and skill in modeling both stochastic and deterministic programming and processes
  • Knowledge of international use and joint hydro-electric agreements.
  • Ability to explain and represent Authorities actions and procedures including in depositions if needed, to external parties including other water management entities such as the Canal Corporation, Mohawk Valley Water Authority and the International Joint CommissionAbility to partner with NYPA’s Legal and Public Affairs departments to resolve external issues
  • Ability to obtain a Professional Hydrologist Certification with the American Institute of Hydrology
Education, Experience and Certifications
  • Bachelor’s Degree in Engineering or Hydrology or related discipline
  • Master’s Degree in Engineering or Hydrology or related discipline, preferred
  • Minimum 15 years of demonstrated experience, and strongly utilized analytical skills with an emphasis in the electric utility industry
  • Extensive knowledge of NYPA’s unique generating assets and Canal Corporation hydraulics/hydrology
  • NYS Professional Engineer registration preferred
Physical Requirements
  • Limited travel (about 10%) required primarily to NYPA generating and Canal facilities
