Summary
The Information Technology – Project Manager positions - within the Project Management Office (PMO) support the Authority’s Information Technology projects by managing projects. Project management decisions are guided by policies, procedures, business plan, functional strategies and priorities with oversight from the Director Strategy & Governance. These roles help to ensure the business run more efficiently, enables the business to improve on processes, and provides more information for better management decision-making. These positions effectively manage the resolution via IT strategy and governance which is under ITAC and PRB’s guidance, adhere to all IT operation, development, and change management procedures.
Responsibilities
- Primarily responsible for management of projects. Focus on meeting project commitments, including communications with sponsors, stakeholders, etc.; may manage 3-5 contractors, project team size varies from 3 to 20. As assigned, lead or assist in any or all of project phases including initiation, planning, implementation and closure for enhanced or new system. In addition, manage a group of projects (2-5) of difference sizes and in different phases, concurrently.
- Project Management. Manage project lifecycle which includes the following aspects:
- Develop and manage project documents via PMO project checklist for specific project.
- Manage the project stakeholders’ expectations accordingly to realize each requirement for the stakeholder via business change and technology change impacts.
- Manage communication with Subject Matter Expertise (SME) and assist in identifying opportunities for business process improvements within project scope.
- Manage the project team with realistic resource plan for requirement, design or configuration, testing, change management, training, and handover to product support.
- Mitigate the project risk and manage conflicts.
- Monitor the project schedule, budget, deliveries. Update PMO Project Management site; track progress and review project tasks to make certain deadlines are met appropriately.
- Ensure adherence to company policies and procedures and Industry Regulations.
- Perform project document control and distribution and project finical tracking.
- Projects concurrently managed generally less than one year, and typically 6-9 months. Discrete projects; may be multi-phased effort, as a result of the work having different stakeholders.
- Keep abreast of industry developments including, but not limited to changes in regulations and technology.
- Assist Strategic Technology Enterprise Projects (STEP) and System Review Board (SRB). Participate in STEP business case development per request.
- Continuously improve project management toolkits and methodologies. Provide expertise and consulting to project managers in the process of project management and in the softer skills of team dynamics, team building and group motivation.
- Provide mentoring, coaching and direction setting to team members. Ensure project team and staff training and development.
Knowledge, Skills and Abilities
- Understand IT missions and operations.
- Thorough understanding of both theoretical and practical aspects of own professional discipline.
- Thorough understanding of project management phases, techniques and tools:
- Initiate.
- Planning: definition/scope/requirements.
- Execute & Control: scope, work plans, resources, deliverables, Q/A, transition planning, etc.
- Closure: completion and assessment.
- Strong and tested project management skills including:
- Customer satisfaction management.
- Sponsor expectation management.
- Risk management.
- Change Management.
- Knowledge of organization's methodology and tools.
- Ability to function as a Project Manager and/or business functional lead on departmental and/or organization wide projects. Contribute expertise in assigned area, execute deliverables and ensure that the project team completes project deliverables as outlined based on the project scope and business requirements.
- Ability to promote and maintain a positive work atmosphere by behaving and communicating in a manner consistent with professional standards to get along with members, co-workers, management and vendors.
- Superior inter-personal skills, conflict resolution, and negotiating skills, to ensure open communication across project teams. Ability to handle broad-based, often complex, communication for internal and/or external audiences. Ability to diffuse emotionally charged situations and use them to constructively build greater shared commitment to end goals.
- Ability to recognize problems or situations that are new or without clear precedent, and evaluate alternatives and find solutions using a systematic, multi-step approach.
- Ability to work cross-functionally to solve problems and implement changes, analyze decisions and actions for their support of the larger area's strategic direction; and work with senior management to resolve more complex problems.
- Demonstrated the understanding of technical skills in all phases of systems analysis techniques.
- Outstanding record of project management success, both in results achieved and in use of professional methodology.
- Pro-active in developing and implementing strategies that significantly mitigate risk.
- Design solutions for varied internal clients.
- Strong and current awareness of external trends and best practices.
Education, Experience and Certifications
- Bachelor’s Degree in a technical or business discipline. An advanced degree is preferred.
- Project Management Certification is preferred.
- Minimum 10 years of increasingly responsible experience, including experience successfully managing various projects.
Physical Requirements
Overnight travel to the various NYPA locations within New York State.
New York Power Authority is committed to providing fair, competitive, and market-informed compensation. The target salary range for this position is: $129,890 - $158,750. Salary offered will be determined based the successful candidates’ relevant experience, knowledge, skills, and abilities.
