Senior Project Engineer II

Summary

The Senior Project Engineer II directs, monitors and controls the engineering, design and procurement phases of new generation projects, new transmission projects and conventional facility modifications. The Project Engineer is technically responsible for all engineering, design and procurement related to the projects. They are involved in and contribute at all levels on a daily basis during construction, to ensure the cost, schedule and project scope, including any required changes, are under control. The Project Engineer is responsible for, and monitors, the work performed by consultants and other external resources. 

Responsibilities
  • Responsible for Project development through implementation for highly complex projects and/or programs.
  • Direct and oversee all in-house as well as external resources’ activities relating to implementation and procurement of the project.
  • Lead the review of designs for constructability.
  • Confirm licensing, environmental, permitting, safety, compliance, etc. requirements are incorporated into the project.
  • Confirm that engineering, design, procurement, and construction input are incorporated into the project planning process.
  • Coordinate with Lead Engineer to confirm that all engineering tasks are being completed in a timely manner.
  • Review and concur that all project invoices are charged in accordance with the contract documents.
  • Confirm expenses are both appropriate and at the correct level of detail.
  • Provide input on schedule and cost variances, as requested.
  • Provide input to Licensing in the preparation of licensing documents
  • Develop bid documents.
  • Evaluate bid proposals and prepare recommendations for the award.
  • Prepare Trustee Items
  • Develop project budgets
  • Develop documentation required for funding authorizations
  • Work with Construction Engineers in developing contract change orders.
  • Confirm that all QA/QC open items are resolved.
  • Coordinate with project team to include construction sequence and identify construction outages in contract documents.
  • Confirm that all field and design changes are coordinated with the project team.
  • Comply with Configuration Management Policy
  • Follow Authority’s Project Management Policies and Procedures.
  • Comply with Turnover and Closeout Procedures
  • Provides mentorship and guidance to lower level project engineers
  • May act on behalf of the Project Manager in his/her absence.
Knowledge, Skills and Abilities
  • Ability to develop complex engineering specs and perform intricate studies. These studies may involve the integration of NYPA’s system with the utility systems of New York State, other states, and Canada.
  • Substantial knowledge of related disciplines, and understanding of the effects on the Authority and its customers.
  • Aware of changes and advancements in the industry, and develop industry-wide expertise.
  • Understand how NYPA interacts with outside organizations, including other utilities and regulatory agencies, and with its customers.
  • Familiar with NYPA’s budgets, costs, rate structures, and policies.
  • Excellent presentation and interpersonal skills. Strong negotiating skills.
  • Strong problem solving skills focused on the results of data rather than on the data analysis procedures.
  • Ability to investigate what is not intuitive and to develop solutions to non-routine problems.
  • Demonstrated ability to handle a project from start to finish, with only major decisions being brought to the PM.
Education, Experience and Certifications
  • Bachelor of Science Degree in Civil, Mechanical, or Electrical Engineering from a school accredited by the Accreditation Board for Engineering and Technology (ABET).
  • Master of Science Degree in Civil, Mechanical, or Electrical Engineering from a school accredited by the ABET preferred.
  • Minimum of 8 relevant years’ experience in Project / Construction Management, preferably in the electric utility industry.
  • PE License - NYS PE or must have NYS within 1 year.
  • Project Management Professional certification preferred or ability to obtain within 2 years.
  • Design Build Institute of America certification preferred or ability to obtain within 2 years.
Physical Requirements
  • Approximately 25% travel primarily within NY State.
  • Willingness to enter confined spaces and climb/scale power system apparatuses.
  • Ability to travel to the various operating sites for coordination, interfacing with stakeholders and to providing oversight and support during the development, construction, and commissioning activities for the length of time needed for the project.
  • Ability to travel to vendor facilities (worldwide) to support construction activities and to inspect equipment fabrication and commissioning for length of time needed.
