Senior Project Engineer II - RTC

Summary

The Senior Project Engineer for Reimagine the Canals (RTC) implements projects announced as part of the Reimagine the Canals initiative. The Senior Project Engineer consults and coordinates with both the Reimagine team and NYPA Project Management, keeping each informed of project progress.

 

The Senior Project Engineer manages all aspects of design and construction for economic development and resilience projects in the RTC initiative.  Project types may include waterfront parks, hospitality venues, pedestrian bridges, whitewater courses, camping areas, iconic lighting, trails, and canal infrastructure modifications including dams, gates, and waste weirs. 

Responsibilities

  • Prime contact on assigned RTC projects through all project phases of development from procurement, condition assessment, estimating, design, and construction. Develop Scope of Work for architectural, landscape architectural, and engineering projects that align with economic development and resiliency incentives. Conduct site visits and assesses constructability. Coordinate with operating, maintenance, and ownership teams to plan safe and efficient site visits.
  • Ensure compliance with department and company policies and procedures. Lead meetings for evaluation teams, stakeholder engagement, public interaction, pre-bid, and project progress. Track action items, prepares agenda and minutes. Plan resources with internal groups and consultants. Direct and oversee all in-house and external resources’ activities and deliverables.
  • Lead discussions with permitting and regulatory bodies. Ensure permit stipulations are adhered to, and that projects meet the licensing, environmental, permitting, safety, and compliance requirements established by law. Develop documentation required for funding organizations such as FEMA or other alternate funding sources. Prepare memos, schedules, estimates, and other documentation as required for review and approval by the Board of Trustees. Present project overviews and technical content for management committees, review boards, and public agencies. Presents technical material to non-technical stakeholders.
  • Research condition assessment and record information using ArcGIS, historical archives, database software, and databases to develop scope. Review designs submitted by consultants for compliance with technical standards and ensures that appropriate QA is applied. Identify risk and carry it on risk register.
  • Manage project deliverables to track comment resolution and align execution with planning and regulations. Ensure deliverables meet requirements of the contract and industry standard of care. Manage design changes by the AE and ensure technical and administrative governance is applied. Prepare order of magnitude cost estimates. Oversee updates to cost estimate and tracks changes. Update budget and cash flow forecasts as project progresses. Develop preliminary schedules in P6 and updates monthly. Present budget and schedule updates to stakeholders and senior management. Inform management and stakeholders of risks to budget and schedules and presents mitigation plans. 

Knowledge, Skills and Abilities

  • Able to assemble, lead and influence a diverse team of administrators, experts, architects, engineers and contractors to accomplish project objectives.
  • Detail-oriented, thorough, organized; must keep track of many requirements at once. Ability to multi-task and manage time effectively under pressure; 
  • Background in engineering, architectural, or landscape architectural discipline with well-rounded knowledge of design and construction process. 
  • Background in construction phase work, understands construction methodology and practices and procedures. Able to provide assumptions for cost estimating.
  • Ability to guide negotiations between stakeholders to achieve resolution, to communicate effectively and independently and resolves opposing ideas. Able to take criticism and focus on continuous improvement in a team-oriented environment.
  • Proficient with MS Office, Visio, MS Project, P6, MS Teams, ProCore, ArcGIS, AutoDesk and other software or ability to quickly learn and adapt to multiple software platforms.
  • Proficient using current project management tools and methods to define, plan, schedule, cost, track and manage all aspects of the work.
  • Ability and experience to prioritize, delegate and oversee complex projects including multiple disciplines, multiple phases, design, equipment, and or/construction contracts, and effectively manage to required standards of quality, quantity, cost and timeliness.

Education, Experience and Certifications

  • Bachelor’s degree required. Degree in Engineering, Architecture, or Landscape Architecture preferred; Master’s degree preferred.
  • Registered PE or Licensed Architect or Licensed Landscape Architect required.
  • Minimum (10) years of relevant professional experience in architecture, landscape architecture, engineering, and/or construction, of which at least seven (7) years must have included significant project management responsibilities.
  • Specific experience with Canals, trails, pedestrian bridges, waterfront parks, whitewater parks, and similar projects a plus. 
  • Must have a valid driver's license.

Physical Requirements

  • Approximately 20% travel, or up to 60% for short durations
  • Travel primarily within NY State.
