Summary
NYPA’s dedicated and lead liaison before the New York Independent System Operator Inc. (“NYISO”), the New York Transmission Owners (“NYTOs”) and multiple New York State Entities including NYSEDA, UIU, LIPA, and DPS regarding market issues. This high visibility position requires the ability to understand complex technical issues and the associated business/political implications. The Sr. Director of Market Issues leads development of NYPA’s positions regarding energy market issues before NYISO and the NYTOs forums.
The Sr Director oversees NYPA’s leadership and representation at approximately 250 NYISO stakeholder meetings and 36 NYTOs meetings per year. Given the multifaceted nature of NYPA, the issues are challenging and complex requiring “outside the box” thinking to develop consensus solutions.
Additionally, Market Issues is responsible for all aspects of NYPA’s rights to the Hudson Transmission Project (“HTP”) Transmission line. Such responsibilities include over $100 million annually to secure those rights, RFP solicitations for services and all aspects of the vendor that bids and schedules the assets, including settlements of typically $50 million annually for gross revenue produced. #LI-CJ1
Responsibilities
- Be the strategic thinking in and driving force in developing consensus positions for internal NYPA stakeholders on issues before the NYISO Management Committee, Business Issues Committee, Operating Committee, New York State Entities (NYSERDA, UIU, LIPA, PSC) and FERC
- Represent NYPA on the NYISO Management Committee, Business Issues Committee and PJM Members Committee
- Identify, assemble and lead discussions with a cross section of NYPA departments on specific proposals (NYPA Strike Teams) to determine NYPA policy direction when casting NYPA’s votes in NYISO’s governance process
- Represent NYPA on the Transmission Owners Committee and the Transmission Owners Executive Committee to enable collaboration on issues of common interest at the NYISO and FERC
- Brief the NYPA CEO on current NYISO matters in preparation for quarterly NY Transmission Owner CEO meetings and independent present issues to the CEO Executive Committee
- Conduct a weekly meeting and actively manage Market Issues Staff activities to cover over 250 NYISO meetings and 36 NYTO meetings annually. Strategically analyze all major initiatives, communicate with internal and external stakeholders to effectuate a result of that most favorable to NYPA.
- Provide briefing at the highest NYPA levels on emerging NYISO issues with high impact on NYPA such as transmission line construction, Small Clean Power Plant (SCPP) retirement, renewable generation construction and Climate Leadership and Community Protection Act (CLCPA) attainment
- Relationship building - maintain an extensive list of contacts at the NYISO, IOUs and New York State Entities
- Actively participate and supervise all aspects of Hudson Transmission Project (HTP), lead the annual discussion of the Public Power & Environmental Sector Meeting as the NYPA representative
- Serve on the NYISO Board Selection Committee to interview candidates applying for NYISO Board of Directors positions
- Maintain working knowledge of ISO/RTO best practices worldwide and use that knowledge in shaping paths forward in New York
Knowledge, Skills and Abilities
- Self-directed, results driven, and accustomed to overseeing multiple activities simultaneously
- Demonstrated ability to achieve results while retaining good internal and external work relations
- Demonstrated strong team leadership skills, possess advanced analytical and reasoning skills and have exceptional knowledge of northeast utility markets
- Expert level presentation, communication and facilitation skills, both verbal and written
- Demonstrated experience driving results in a collaborative environment and build consensus among technical and non-technical internal and external stakeholders
- Ability to access the big picture impact upon NYPA of changes in the wholesale market
- Develop a comprehensive understanding of NYPA processes and contractual arrangements to effectively formulate decisions
- Expertise in the complexities of the wholesale market design and how change can impact various aspects of the market
- Ability to make and/or modify positions on the spot on changed conditions/issues related to FERC interventions on wholesale market matters
- Ability to formulate NYPA's position on northeast market design issues
Education, Experience and Certifications
- Bachelor's degree in Engineering, Operations Management or a Business-related program, required
- MBA or advanced degree, preferred
- Minimum of 10 years of experience in Wholesale markets and FERC preferred
- Minimum 3 years of people management/leadership experience preferred
Physical Requirements
- Approximately 10% travel
