System Planning Engineer II

Summary

Leads research, design, and development activities to improve NYPA’s energy services.  Designs, constructs, and tests and operates equipment. Ensures that standards of quality, cost, safety, reliability, timeliness and performance are met throughout all engineering activities.

Utilizing advanced computer modeling tools, perform short term operational planning and long term transmission system planning through modeling and simulation of the power system to ensure the reliable operation of the existing G&T system, evaluate G&T development opportunities, and support internal and external interconnections.

Responsibilities

  • Understand the operational characteristics of the NYISO Bulk Electric system and provide training to team members.
  • Excellent understanding of the Load Flow Contingency Analysis, Transfer Limit, and Security-Constrained Dispatch (SCD) analysis using industry leading power system analysis tools, i.e. PSS/e, TARA 
  • Excellent understanding of the Dynamics analysis of the PSS/e program and independently perform system stability analyses using the PTI PSS/e dynamics program, and accurately assess the results.
  • Independently conduct analyses of system conditions, system disturbances and system operations to assess system performance.
  • Independently conduct analyses to assess the electric system improvement.
  • Independently review technical reports and NYISO planning studies.
  • Represent the Authority on Regional and State Transmission Planning working groups and task forces to ensure NYPA interests are represented and promoted. Perform, review and coordinate inter-utility analyses.
  • Provide Technical support to NYPA's customers including Coops and Municipalities.
  • Perform generator interconnection studies or Operations Planning under the supervision of senior System Planning staff.
  • Conduct studies for major transmission projects in accordance with applicable reliability standards, criteria and rules under the supervision of senior System Planning staff.
  • Perform compliance studies to ensure compliance with NERC Reliability Standards
  • Prepare detailed technical reports documenting study work conducted, problems and recommendations for internal management as well as for external entities.
  • Recognize NYISO/NPCC/NERC compliance requirements and address compliance issues as required.
  • For assigned work and projects, provide supervision of maintenance department(s) staff, and contractors, and prepare and monitor the day-to-day work activities of the crafts. Work with planners in scheduling work activities; oversee the safety of employees. Review job packages to ensure they are complete and current prior to performance of the work. Review completed work, job packages, and work orders to verify all steps are complete and to ensure that all data/information is recorded.

Site ECC 

  • Perform emergency response on a 24x7 on-call basis to support ECC.

Knowledge, Skills and Abilities

  • Knowledge of NYISO, NYSRC, NPCC, and NERC planning and operation practices and reliability requirements.
  • Significant knowledge of:
    • PTI/PSS/e Load Flow and Voltage programs
    • PTI/PSS/e Stability program
    • TARA programs
    • Python programming
    • Bulk electric system planning and operation practices, as well as transmission system equipment.
  • Excellent verbal and written communication skills.
  • Ability to write clear, concise technical reports and papers.
  • Ability to provide detailed presentations on technical topics.
  • Ability to assess System Planning technical problems and provide timely and accurate solutions and recommendations.
  • Capable of recognizing abnormal data variances in evaluation of technical reports and propose/suggest additional actions for correction.
  • Strong organizational skills and ability to prioritize work consisting of several projects in order to meet completion schedules.
  • Demonstrate flexibility in changing project requirements, priorities and assignments.
     

Education, Experience and Certifications

  • Bachelor of Science in Electrical & Computer Engineering, required
  • Masters of Science in Electrical & Computer Engineering preferred.
  • Minimum of eight (8) years of work-related experience or an equivalent combination of education and experience. 
  • New York State Engineer in Training certification preferred.
  • Ability to pass EIT and work towards PE license.
  • Experience in steady state, short circuit and dynamic modelling of inverter-based resources, and composite load models is preferred. 

Physical Requirements

  • Ability to sit for prolonged periods of time, use a keyboard and enter data, view monitors for prolonged periods of time;
  • Ability to travel by auto, train, airplane to other destinations to attend meetings. 
  • Site ECC: Must be able to provide 24/7 on-call support to ECC.

The salary offered will be determined based on the successful candidates’ relevant experience, knowledge, skills, and abilities.
